The primary purpose of the INFORMATION TECHNOLOGY SPECIALIST (SYSTEMS ADMINISTRATION) GS-2210-12 position is to serve as a systems administrator with responsibility for planning & coordinating the installation, testing, upgrading, operation, & maintenance of the hardware & software boundaries for the F-35 Joint Strike Fighter mission systems & associated support networks. Perform services as a systems administrator: The incumbent shall plan, coordinate, and install software and hardware for F-35 mission systems and associated support networks. Assess/develop policy needs and provides technical and procedural guidance and instruction to system users and other system administrators. Serve as a senior system technical advisor/administrator to unit leadership. Liaise with numerous outside agencies regarding the most state-of-the-art software/hardware and any other advancements that will enrich with wing's mission. Participate in plans for acquisition and implementation of new equipment, including development of contract documentation generated for IT system administration and support services. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements Information Technology (IT) Management Series 2210. SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11) level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in your resume. Examples of specialized experience includes: assisting with troubleshooting and analyzing unusual or complex hardware and/or software malfunctions with the goal of resolving physical and logical processing problems; helping to optimize the functionality and performance of hardware and software systems to ensure network and server availability, integrity, efficiency, and reliability and will identify system anomalies that are of an unusual or complex nature and develop corrective actions; assisting with administering and maintaining assigned systems while developing reviewing, and implementing changes as required for successful day-to-day operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance. Knowledge of the latest advancements in technology to ensure routine hardware maintenance is conducted as prescribed intervals and to initiate corrective or preventative action for the optimum performance of the system. Knowledge of performance tuning tools, database management, measures or indicators of system performance and availability, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions. Knowledge of basic software programming languages, operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. Knowledge of cybersecurity, operating system hardening techniques, cyber threats, vulnerabilities, IT security principles and methods, network security methodologies, and network security architecture concepts including topology, protocols, components, and principles. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is Emergency Essential. The incumbent must support the success of combat operations or combat-essential systems subsequent to mobilization, an evacuation order, or some other type of military crisis to maintain and/or repair combat essential systems It cannot be vacated during war or national emergency without seriously impairing the mission. Incumbent must perform key duties and may be required to take part in mobility exercises and must be recalled from any military obligations. Information Assurance Certification is a condition of employment. This position includes IA work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve Level 2 Information Assurance Technology (IAT) certification within six months of assignment of these duties, unless a waiver is granted. Failure to achieve the appropriate IA certification within six months of assignment of these duties is reason for removal from this position. Incumbent must maintain this certification for the duration of employment. Work Environment The primary work is performed in adequately lighted, heated, cooled, and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms. Some work environments are hazardous, such as in deployed or temporary conditions. Work environments may include moderate discomforts such as intermittent periods of loud noises, such as jet engines, adverse weather, threat conditions, and working around heavy machinery. Performance of work may take place in areas with limited access spaces, uneven terrain, muddy or slippery conditions, construction sites and hostile, non-western locations world-wide. The employee may be required to use protective clothing or gear such as masks, coats, boots, goggles, gloves or protective armor. Physical Demands The work requires regular and recurring physical exertion, such as prolonged walking, standing, stooping, and crawling. These duties are performed while setting up network/server infrastructure in confined spaces. Performance of work may take place in areas with limited access spaces, uneven terrain, or construction sites and may include the use of ladders. The work will require some abilities of physical agility and strength to work in confined spaces and to move or lift moderately heavy objects up to 50 lbs with no assistance. This position requires the ability to perform physically arduous work such as climbing into false ceilings and crawling under false floors during physical security inspections and security system installation. Employee WILL be tasked to deploy during exercise and/or real-world contingencies to support the unit's operations and must maintain both physical and medical readiness standards required to deploy. Deployed locations may be austere bases with various physical demands and limited access to medical facilities associated with living and working conditions.
