This position is located in the Office of the Commissioner for Trademarks, Program Management Office. The purpose of this position is to serve as project manager participating in a full range of day-to-day project management activities including data management, projects correlating to technology initiatives and improvements, and special studies. The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per leave year. Serving as project manager for the identification, analysis, planning, and deployment of technical solutions in support of organizational systems Applying advanced analytical and evaluative methods to assess program effectiveness, identifying performance gaps, and developing data-driven recommendations that impact agency operations. Conducting program evaluations to determine the effectiveness of policies and initiatives and; recommending improvements to enhance efficiency, quality, and mission outcomes. Leading ad hoc project teams consisting of appropriate staff from groups involved in the project, contractors, and representatives from other agency staff teams Communicating to the project team members issue or problem to be addressed, impediments or program issues to be resolved, information needed or to be developed, plan of action and milestones, and time constraints and deadlines to be met. Analyzing system performance data and user feedback to recommend continuous process improvements and future strategic enhancements. To qualify at the GS-14 grade level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 grade level in the federal service. Specialized experience for this position includes: Experience serving as a Project Manager responsible for planning, leading teams, and evaluating studies, policy, customer experience, and IT implementation initiatives Experience applying project management techniques utilizing AGILE methodologies to set priorities, manage resources, mitigate risks, and deliver data tools and IT solutions Experience communicating and implementing AI, policy, and customer experience initiatives with stakeholders (i.e. employees, organization executives, customers, project management professionals) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
