This incumbent will lead, supervise, and oversee the Product Management Division as the Senior Director, and as such is responsible for managing the Product Management Office (PMO) and the team of Program Managers and Financial Analysts to manage contracts, technology procurements, and financial planning for OAIT. As a SUPERVISORY IT SPECIALIST (PLCYPLN), GS-2210-15, your typical work assignments may include the following: Performs the full range of supervisor and managerial functions. Oversees department deliverables and activities including monthly overhead budget, reconciliation, quarterly fund and procurement package reviews. Strategizes innovative processes to resolve issues and implementation of action plans. Oversees interpretation and application of specific regulations, practices, laws and policies that directly govern the operation and management of Office of Administration Information Technology (OAIT) products and services. Collaborates with leadership and stakeholders on decision-making regarding IT programs, policies, and investments. Leads and assists with implementation of all OAIT initiatives through compliance, acquisition, recruiting, training, and budget. MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for SUPERVISORY IT SPECIALIST (PLCYPLN), 2210. Oral Communication • Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving • Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Applying project management principles, methods, and practices to include the ability to determine resources needed to meet objective; 2) Managing and leading a team; 3) Managing a procurement cycle from start to finish; 4) Producing deliverables, acquisition packages, budgeting, and technology department COR certifications; 5) Reviewing and interpreting a government procurement process and overall procurement activities. Quality Ranking Factor: Preferred but not required: Project Management Professional (PMP) certification, Certified Scrum Product Owner, Certified Scrum Master. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
