The primary purpose of this position is: To develop, review, coordinate and execute the installation's EM and CBRN Defense programs in support of Joint Service, the DoD, DAF, MAJCOM/FLDCOM, Numbered Air Force, federal, state, local, and host nation plans in the mission area(s) of prevention, protection, mitigation, response, and recovery. Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM and CBRN Defense Conducts installation EM assessment and interprets and analyzes assessment results Coordinates and conducts initial and recurring training for functional areas of EM Serves as Emergency Support Function-5 (ESF-5), EM representative in the EOC and CBRN Control Center Conditions Of Employment continued: Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays. May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours. Noncritical Sensitive: Must be able to obtain and maintain a Secret security clearance. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This is a Mission-Essential position performing a Mission-Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions, 0089. SPECIALIZED EXPERIENCE: Applicant must have one year of experience at the GS-09 or higher grade (or equivalent in an alternate pay system) developing, coordinating and executing an installation's Emergency Management (EM) program; ensuring effective prevention, protection, response, and recovery operations to allow continued mission capability at the installation level. Specialized experience is knowledge of a wide range of emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements on a military installation and the relationship of these responsibilities to local civil, Tribal, City, County, State, Federal Governments and industry EM programs, knowledge of Federal Response Plan organization, lines of authority, and installation response roles and responsibilities as related in HSPDs, NRF, NDRF, CM, NIMS, DSCA, DoD, and DAF guidance, knowledge of and skill in applying analytical and evaluative methods and techniques to issues concerning evaluating program operations, knowledge of the DAF EM and CBRN Defense Programs, knowledge of CBRN defense, threat analysis and response procedures for natural, man-made, and technological disasters, knowledge of National Fire Protection Association (NFPA) Standards: 472 • Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents, 1072 • Standard for Hazardous Materials/Weapons of Mass Destruction Emergency Response Personnel Professional Qualifications, 400 • Hazardous Materials Code, 1500 • Standard on Fire Department Occupational Safety and Health Program, 1991 • Vapor-Protective Ensembles for Hazardous Materials Emergencies, 1994 • Standard on Protective Ensembles for First Responders to CBRN Terrorism Incidents, and a skill in developing and coordinating EM, CBRN, and hazardous materials response plans. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., related degree from an accredited college or university (Note: You must attach a copy of your transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, methods, and information security practices for integrating esoteric information system components with sufficient expertise to plan, coordinate, and administer computer systems, and optimize system performance. 2. Knowledge of the latest advancements in secure information technology and ability to initiate corrective or preventative action to ensure optimum performance of the system. 3. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions. 4. Knowledge on unique operating systems, associated devices, and the interoperability of test lab systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and secure performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 5. Ability to apply expert methods and information security practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to engineers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. 6. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience.
