Program Analyst

This position is with the U. S. Department of Labor, Occupational Safety and Health Administration (OSHA), within the Directorate of Administrative Programs (DAP), located in Washington, DC. This position is at the full performance level. This position is outside the bargaining unit. This position is NOT remote. Selectee will be expected to report to the office above. Duties of the Program Analyst position include, but are not limited to the following: Providing advice and assistance on human resource management issues including labor-management relations, employee relations, adverse actions, organizational structure, recruitment, position classification and EEO issues. Advising leadership on organizational structure, recruitment strategies, and staffing options, serving as a resource to managers for workforce-related decision-making. Creating and tracking performance management plans for personnel, drafts plans for leadership review, and compiles appraisal documents. Working with Directorate leadership on workforce planning, staffing utilization, performance standards, and process improvements. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Qualifying specialized experience for the GS-13 includes: Providing advisory services to leadership and/or management regarding human capital matters in at least 2 or more of the following areas: Labor-management relations Employee relations Adverse actions Recruitment Position classification Organizational structure EEO issues NOTE: In describing your experience, please be clear and specific.
