WATER TREATMENT PLANT OPERATOR (Plumbing Worker) LEADER

The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards. • Leads a team of trades and/or labor workers. • Performs work. Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led. • Performs the duties of a Lead Water Treatment-Distribution Operator: Maintains wells, water meters, backflow preventers, elevated and deluge sprinkler storage tanks, valves, fire hydrants, water main/service lines in addition to all components throughout the water treatment and distribution system. • Maintains safe work environment, conducts lab analysis and aids in installation, modification and repair of a variety of new and existing utilities, sewage and water systems. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to lead. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) 2. Knowledge of safety regulations, practices, and procedures. 3. Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led. 4. Skill in performing the trade and /or labor work of the group being led. 5. Ability to lead a team of three or more labor or trade employees. 6. Ability to plan and organize work assignments to include determining resources required to accomplish mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: The operator does considerable walking, standing on concrete floors and climbing stairways and ladders in the treatment plant(s) in addition to exterior environments for water distribution operations. Light to moderate physical effort is necessary to turn valves and controls. They frequently lift and carry items weighing up to 40 pounds unassisted and occasionally lift and carry heavier items with assistance of other workers or with lifting devices. The plumbing duties require the employee to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. WORKING CONDITIONS: The water plant operators usually work both indoors and outside where they are subject to prevailing weather conditions. They are exposed to constant noise, rotating machinery, dirt, grease, chemicals, oil and fumes in the work area. The operators are subject to cuts and abrasions from the use of tools and equipment and burns from chemicals. In addition, they may work on catwalks and ladders. The operators follow prescribed safety practices and use safety equipment such as face shields, hard hats, gloves, hard-toe shoes, protective clothing and other personal protective equipment. Operators at this level have a greater exposure to chemicals and compounds, some of which may be hazardous.
