Contract Officer Representative

The purpose of the Contract Support Specialist position at the Shiprock Service Unit, Northern Navajo Medical Center, in Shiprock, New Mexico, is to provide contract support and serve as the focal point for the effective management and implementation of task orders, ensuring contracted services and resources are managed efficiently and effectively to support the Division of Nursing Services. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021). Provides technical contracting guidance, analyzes proposals and financial plans, recommends contract modifications, maintains compliant contract files and tracking systems, and monitors contractor performance, obligations, expenditures, quality, and timeliness. Monitors assigned contracts from inception through completion, preparing Statements of Work and Performance Work Statements, ensuring complete documentation and compliance with applicable regulations. Serves as the liaison between the Contracting Officer, government staff, and contractors; monitors task orders, contractor performance, payments, and compliance while coordinating procurement actions and contract-related documentation. Coordinates service and requirement contracts, verifies and reconciles invoices and supporting documentation, certifies receipt and acceptance of services and equipment, monitors compliance with contract terms, evaluates contractor performance, and reviews and distributes contracts and amendments. Coordinates project reviews, strategic planning, program schedules, and presentations; provides administrative and management support, assists with new business activities, maintains internal and external professional relationships, and performs diverse administrative tasks supporting organizational programs To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-11: Experience managing complex contracts and task orders; preparing Performance Work Statements, Statements of Work, Statements of Objectives, Independent Government Cost Estimates, and contract documents; monitoring contract performance, compliance, modifications, and resources; coordinating procurement actions; analyzing contractual issues and performance trends and developing recommendations to resolve deficiencies; establishing quality controls; verifying invoices and acceptance of services; evaluating contractor performance; and providing technical guidance to management and contracting officials. OR Submit a copy of unofficial transcripts to show completed. Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work OR Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11 level. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants. Condition of Employment: Must obtain and maintain Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II certification within one year. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). Background Investigation Requirement: This position requires the successful completion of a federal background investigation as a condition of employment. Timely completion is critical to avoid delays in processing or a determination of unsuitability.
