Program Specialist

The incumbent serves as a project manager and Source Selection Evaluation Board (SSEB) chairperson administering implementation and completion of acquisition actions, including contract modifications and other special projects for the employing organization. Serves as project manager for the overall management, control, coordination, and execution of specified projects for acquisitions and other elements of the wider employing organization. Plans, directs, coordinates, sets up, and reports acquisition and contract modification projects. Serves on acquisition integrated product teams (IPTs) and as a SSEB chairperson leading acquisition source selection teams. Conducts analyses of business systems to help determine nature of requirements, logical work and information flows, and track execution of programmatic objectives for short- and long-range contracting plans. Determines the number of personnel required to successfully accomplish acquisition project requirements; provides proposals, cost estimates, and updated schedules; and prioritizes project objectives and measures progress toward effectively and economically reaching them. Examples of specialized experience would typically include, but are not limited to: Ability to exercise expert knowledge of overall managerial objectives to coordinate acquisitions and contract modification project management efforts of government and civilian entities involved in community care contract support. Experience employing ingenuity and originality in developing and recommending new or improved techniques and data sources for obtaining effective results and overcoming unusual problems where guidelines and precedents are lacking. Ability to perform analysis of interrelated issues that involves input and coordination from multiple sources, administrative as well as professional, throughout the Veterans Health Administration as well as outside the organization. .
