Job Description Position Overview: The Division of Educator Data, Research, and Strategy (EDRS) provides analytical leadership and support for departments across the Office of Educator Systems and Support. EDRS supports the Educator Preparation, and Talent Development department in the collection, reporting, and analysis of data related to the preparation and certification of educators, the oversight of educator preparation programs (EPPs), the implementation of the PREP Allotment, and support rulemaking with the State Board for Educator Certification (SBEC) and commissioner rule-making. The PREP Allotment sub-group sits within the EDRS-EPTD unit. The Senior Data Analyst for PREP Allotment serves as a strategic leader in advancing one of the agency's most significant legislative initiatives stemming from House Bill 2. Reporting to the Director of Data and Research for PREP Allotment, this position plays a central role in ensuring the successful implementation, oversight, and continuous improvement of programs that directly impact students, educators, and school systems across Texas. The analyst transforms complex program, funding, and performance information into meaningful insights that inform executive leadership, support policy decisions, and demonstrate program outcomes to stakeholders. This position performs highly complex analytical and consultative work to develop sustainable systems, applications and processes that promote accountability, transparency, and informed decision-making. Through collaboration with agency leadership, program staff, and external partners, the analyst establishes frameworks for tracking program implementation, measuring impact, and communicating results. The role is responsible for ensuring that critical information is accurate, accessible, and actionable while supporting legislative reporting, strategic planning, compliance monitoring, and organizational priorities. As a trusted advisor and subject matter expert, the Senior Data Analyst drives innovation and continuous improvement by identifying opportunities to enhance efficiency, strengthen program oversight, and improve the use of information across the agency. The position develops and communicates methodologies, business processes, and performance measures that support long-term sustainability, audit readiness, and organizational effectiveness. Working with considerable independence and initiative, the analyst provides leadership, guidance, and expertise that help shape program strategy and advance the agency's mission and goals. This position requires up to 5% travel, based on business needs, to support program initiatives, collaboration, and operational priorities. Essential Functions Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned. 1 • Client support: Reporting, Analytics, and Program Monitoring: Lead the design, development, automation, and maintenance of datasets, reports, dashboards, and analytical products supporting PREP Allotment implementation and evaluation. Utilize SAS, SQL, Power BI, and other analytical tools to conduct descriptive and advanced analyses of educator workforce, educator preparation, and allotment-related data. Develop actionable insights and recommendations to support agency leadership, legislative inquiries, internal stakeholders, and program decision-making. Coordinate the production of recurring and ad hoc reports, including responses to Public Information Requests and executive leadership requests 2 • Client support: Data Pipeline Development and Funding Analytics: Independently lead and deliver the development and governance of enterprise data pipelines, funding calculation methodologies, and reporting frameworks supporting PREP Allotment and Foundation School Program (FSP) funding determinations. Develop sustainable data management and tracking systems that ensure data integrity, transparency, and audit readiness while supporting long-term program monitoring and accountability. Establish business rules, validation protocols, and documentation standards, and communicate calculation methodologies and processes to internal and external stakeholders to promote consistency, compliance, and informed decision-making. Drive automation and continuous improvement initiatives that enhance the efficiency, accuracy, and scalability of funding operations and reporting. 3 • Client support: Strategic Advising and PREP Accountability System: Serve as the subject matter expert for PREP Allotment data, funding methodologies, implementation metrics, program monitoring, program accountability and reporting requirements. Translate legislation, administrative rules, and program guidance into technical specifications and analytical solutions. Provide strategic consultation to agency leadership and program staff regarding data use, performance measurement, program implementation, and continuous improvement initiatives 4 • Quality Assurance: Design, automate, review and act on feedback from quality control procedures to ensure accuracy for the PREP Allotment data products; oversees and conducts quality review of other EDRS data products to provide constructive critique of others¿ work; Deliver standard quality control and/or user acceptance testing feedback when requested; Request standard quality control and/or user acceptance testing on work produced outside of the PREP Allotment; Provide feedback and coaching for EDRS members who seek coding support 5 • Documentation: Establish and maintain documentation standards for PREP Allotment data systems, business rules, reporting processes, and analytical products. Ensure documentation is accurate, accessible, and supports data consistency, governance, knowledge transfer, and operational continuity Qualifications Minimum Qualifications Education: Graduation from an accredited four-year college or university Experience: At least four (4) years of experience in data analysis, research, compilation, and/or reporting work, with demonstrated experience working with large data sets Substitutions: An advanced degree may substitute for two years of required experience Other Qualifications Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military Coursework in data science, business analytics, computer science, computer information systems, management information systems, mathematics, statistics, or related field preferred Knowledge of advanced statistical processes and large data set use in fields including education policy research, econometrics, demography, education efficacy, data science, or predictive analytics Skill in using statistical software, including advanced skills in SAS Sophisticated knowledge of programming techniques and languages used in relational databases, including SQL Advanced knowledge in developing tools in business intelligence software, including PowerBI Ability to plan, organize, and manage multiple work streams and projects with minimal supervision Knowledge of research methods, principals, and philosophies, and experience with implementing of research processes including writing and dissemination activities Ability to gather qualifications and delimiters from multiple stakeholders and incorporate them into analyses Experience with leading a team of researchers and technicians to collaborate in completing a research project is preferred Experience in maintaining effective working relationships with a variety of individuals and groups Familiarity with interpreting statutes, administrative codes, written policies, and research or data documentation; Texas Administrative and Education Code preferred Familiarity with accountability systems or the Texas Accountability System for Educator Preparation preferred A desire to self-reflect, give/receive feedback and continuously improve New hires, rehires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees within the same classification. Offers are based on the candidate's experience and qualifications and consider internal pay equity across employees performing similar work. The top half of the posted salary range is generally reserved for candidates whose qualifications exceed the role's requirements. The maximum of the range is typically reserved for candidates who significantly exceed the required and preferred qualifications.
