Wild Horse & Burro Coordinator

You will serve as a Wild Horse & Burro Coordinator with Bureau of Land Management. We expect to fill one vacancy at this time; however, additional positions may be filled from this announcement if they become available. You may be required to work weekends. Pay will vary based on grade level and/or duty location for which you're selected. First time hires to the Federal government normally start at the step 1 rate. Some of the major duties you will perform include but are not limited to the following: Plans, coordinate, and executes WH&B events in compliance with program guidelines. Coordinates health assessments, including veterinary checks, vaccinations, and disease control measures, to ensure the animals are in good condition for placement. Arranges and coordinates behavior assessments to evaluate the behavior and temperament of captured animals to determine their suitability for placement. Collaborates with BLM offices and partners to plan and organize adoption events. Provide information, guidance and support to applicants including training and care information to ensure the placement process is smooth and efficient. Participates in the screening and selection process for potential adopters or purchasers. Ensures potential adopters/purchasers have the proper facilities to provide care and safely transport animals in compliance with federal regulations and State laws. Implements and coordinates training programs to prepare wild horses and burros for successful placement, making them more desirable to potential adopters or purchasers. Reviews, approves/disapproves applications, generates Private Maintenance and Care Agreements or Bill of Sale and collects fees. Provides guidance and resources to adopters/purchasers to assist them in properly training and caring for their animals. Inform adopters/purchasers of obligations and prohibited acts per policy requirements. Conduct follow-up visits and communicates with adopters/purchasers to monitor the welfare and well-being of animals and to provide support when needed. Performs post-placement compliance checks to ensure that adopters/purchasers are meeting the terms and conditions of their Private Maintenance Care Agreements. Addresses and resolves conflicts and/or issues that arise between adopters/purchasers and the BLM WH&B Program regulations. Reviews and investigates animal care complaints, makes recommendations, and takes action to repossess or reassign adopted wild horses and burros, when necessary. Coordinates the recovery and rehabilitation of animals that have been returned due to placement-related issues. All qualifications must be met by the closing date of this announcement • 10/16/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications. Experience: GS-09: One year of specialized experience equivalent to at least the next lower grade level GS-07 in the federal service. Specialized experience at this level is defined as: Experience collecting, entering, and organizing data for analytical reports. Dealing with the public, resolving complaints, answering questions, and educating the public on the policies and procedures of a natural resources program, such as a wild horse and burro program or another similar program. Outdoor experience evaluating, handling, and working with large, untrained livestock or wild horses/burros; and driving heavy duty pickup trucks and trailers. • OR- Education: Master's or equivalent graduate degree • OR- 2 full years of progressively higher-level graduate education leading to such a degree • OR- LL.B. or J.D., if related Combination of education and experience as listed above. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Must be a U.S. Citizen or National. Appointment subject to background investigation and favorable adjudication. As a condition of employment for accepting this position, you may be required to serve a two-year trial period to evaluate your fitness and whether your continuation of employment advances the public interest. This trial period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
