FUL Wild Horse & Burro Coordinator

You will serve as a FUL Wild Horse & Burro Coordinator with Bureau of Land Management. We expect to fill three vacancies at this time; however, additional positions may be filled from this announcement if they become available. You may be required to work weekends. First time hires to the Federal government normally start at the step 1 rate. Some of the major duties you will perform include but are not limited to the following: Leads the administrative and operational functions of the office's/site's WH&B activities ensuring that work complies with Departmental, Bureau, State and district/field level objectives, standards, and policies, and meets program goals. Plans, coordinates, and executes WH&B events in compliance with program guidelines. Ensures compliance with federal and state laws, regulations, and policies governing the management of WH&Bs. Works with BLM public affairs staff to develop and implement public outreach strategies to raise awareness about the BLM's WH&B Program and its mission. Develops and implements strategies to recruit and retain volunteers interested in supporting the office's/sites WH&B Program. Coordinates and oversees the scheduling and/or acquisition of transportation vehicles, including trailers, trucks, and specialized equipment suitable for the transportation or temporary housing of WH&Bs or makes arrangements with trucking firms to transport the animals to their proper destination(s). Serves as Program Officer and/or Contracting Officer's Representative on agreements and contracts for seasonal or year-round holding facilities, training, and clinician services. Maintains accurate and up-to-date records of WH&B information related to the receiving, preparing, and disposition of WH&Bs. Duties will be developmental in nature when filled below the full performance level. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications. Experience: GS-07: One year of specialized experience equivalent to at least the next lower grade level GS-05 in the federal service. Specialized experience at this level is defined as: Evaluating, handling, and working large livestock either on-range or within corrals. Overseeing and performing maintenance work in connection with ranch or rangeland infrastructure. Experience in the health, care and maintenance of large livestock. • OR- Education: One full year of graduate level education • OR- Superior Academic Achievement (SAA): Successfully completed a bachelor's degree in a directly related field AND meet one of the following: (1) Class Standing: rank in the upper 3rd of the graduating class in the college, university, or major subdivision, based on the completed courses; OR (2) Grade-Point Average (GPA): earn a GPA of (a) 3.0 or higher out of a possible 4.0 ("B" or better) based on 4 years of education, or based on courses completed during the final 2 years of the curriculum • or- (b) 3.5 or higher out of a possible 4.0 ("B" or better) based on the average of the required courses completed in the major field, or the required courses completed during the final two years. Note: GPA will be rounded to one decimal place, for example, 2.95 = 3.0, 2.94 = 2.9; OR (3) Membership in a National Scholastic Honor Society. Combination of education and experience as listed above. Experience: GS-09: One year of specialized experience equivalent to at least the next lower grade level GS-07 in the federal service. Specialized experience at this level is defined as: Experience collecting, entering, and organizing data for analytical reports. Dealing with the public, resolving complaints, answering questions, and educating the public on the policies and procedures of a natural resources program, such as a wild horse and burro program or another similar program. Outdoor experience evaluating, handling, and working with large, untrained livestock or wild horses/burros; and driving heavy duty pickup trucks and trailers. • OR- Education: Master's or equivalent graduate degree • OR- 2 full years of progressively higher-level graduate education leading to such a degree • OR- LL.B. or J.D., if related Combination of education and experience as listed above. As a condition of employment for accepting this position, you will be required to serve a one-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.
