Health System Specialist

The Health Systems Specialist (HRO/SR Program Coordinator) serves as the facility coordinator for High Reliability Organization (HRO) efforts and Systems Redesign (SR) program activities at Battle Creek VA Medical Center. THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION The incumbent provides executive-level coordination and oversight of High Reliability Organization (HRO) activities across the facility. This responsibility includes leading the integration of HRO principles, Just Culture, and safety behaviors into daily operations and long-term strategic goals. Coordinating the implementation and sustainment of HRO principles, Just Culture practices, and safety behavior expectations across all clinical and non-clinical areas of the medical center. Facilitating the deployment and spread of Crew Resource Management (CRM), Clinical Team Training (CTT), learning systems, and safety event analysis methodologies, ensuring these practices are embedded in workflows and decision-making. Leading efforts to ensure ongoing readiness for internal and external accreditation activities, including the Joint Commission, by evaluating system reliability, identifying risk, and preparing services for review. Developing, communicating, and aligning organizational policies and practices with patient safety, quality management, risk management, and Systems Redesign principles. Leading Lean, Lean Six Sigma, and Systems Redesign projects from conception through sustainment, ensuring adherence to evidence-based improvement methodologies. Conducting detailed current-state assessments, root-cause analyses, solution development, pilot implementation, and control planning to ensure long-term project success. Identifying human-factors issues and system vulnerabilities that contribute to error-prone environments; designing mitigation strategies that reduce process variation and enhance reliability. Designing, developing, and delivering high-quality training and educational programs for executives, service chiefs, supervisors, frontline staff, and interdisciplinary teams. Providing structured coaching and mentoring to project teams to ensure fidelity to improvement methodologies and sustainment of outcomes. Performs other duties as assigned. Work Schedule: M-F (8am • 4:30pm) Recruitment & Relocation Incentives: Not authorized For GS-12: Specialized Experience: Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Health Systems Specialist at the GS-12 grade level. This experience must have been equivalent to GS-11 grade level in Federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
