MEDICAL READINESS OFFICER

The primary purpose of this position is: Serve as a Program Manager responsible for performing the full range of medical readiness plans and operations in addition to the role of primary Manpower Functional Area Manager. The position will analyze tasks relative to ANG medical plans, operations, manpower, and analytics. Plans, organizes, and directs the activities of the Medical Plans and Operations Branch; ensuring that work complies with legal and regulatory requirements and meets customer needs. Represents the Branch and/or Division with a variety of functional area organizations. Establishes, develops, and maintains effective working relationships with field personnel, other ANGRC Directorates, NGB, AF, AFRC, other service components, DoD, SECDEF, MAJCOMs, Congress, Office of the Assistant Secretary of Defense for Health Affairs, and contractors. Performs ongoing evaluation and analysis of ANG Medical Service manpower, analytics and plans in support of major Air National Guard missions and operational plans. Analyzes the effect of updates in plans on manpower and readiness reporting; identifying changes in areas where necessary. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Performs supervisory personnel management responsibilities. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) Working with f Air Force, Joint Staff, Department of Defense, Functional Area Management (FAM) requirements, methods, practices, procedures, regulations, policies, laws, and processes to formulate, justify and execute functions, processes and various logistical aspects in support of the mission, structure, goals, work processes and programs; (2) Working with coordinating and negotiating funding/resource and planning issues with Service, DoD, and other agencies; and (3) Working with all aspects of Strategic Management, including environmental assessments (internal & external to the organization), formulation of strategy (through visioning, goals & objectives determination, organizational mission realities, core competencies, and synchronized functional internal business processes), implementation of strategy (understanding leadership and organizational learning aspects), and lastly the evaluation of strategy (strategic control). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Force, Joint Staff, Department of Defense, Functional Area Management (FAM) requirements methods, practices, procedures, regulations, policies, laws, and processes to formulate, justify, and execute, functions, processes and various logistical functions and support of the mission, structure, goals, work processes, and programs of assigned organizations. Knowledge of missions, programs, roles, functions, goals, objectives, work processes, organizational structures, sources of funding, resources, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the PPBS (budget and the planning and programming process) to ensure effective medical service deliberate and crisis action planning, operations, and execution. Knowledge of the organizational structure, policies, procedures, plans, regulations, and laws of the ANG, NGB, AF/Service components, Congress, and DoD that effect funding and program requirements. Knowledge of safety and security regulations, practices, procedures, and ability to apply laws, executive orders, regulations, policies, and concepts pertaining to strategy, doctrine, and medical response programs. Skill to analyze, plan, organize, recommend changes, develop alternatives, and direct the functions and staff in critical aspects of the Joint Operational Plans and Execution system and to facilitate PPBS budgetary/resource procurement and planning and programming to meet program requirements and objectives within available resources or develop recommendations for budgetary or planning actions under conditions of time pressure and uncertainty due to: short and rapidly changing program and budgetary deadlines and objectives; gaps and conflicts in program and budgetary information; lack of predictive data; conflicting program and budgetary objectives; and changing guidelines for the work. Ability to gain cooperation from others through tact, courtesy, diplomacy with special emphasis on communication ability to both orally and in writing justify, defend, present, and/or advise on processes/actions. Ability to motivate, mentor, appraise, and work with supervisors and non-supervisory employees. Ability to coordinate and negotiate funding/resource and planning issues with ANG/AF/Service, DoD, and other agencies. Knowledge of all aspects of Strategic Management, including environmental assessments (internal & external to the organization), formulation of strategy (through visioning, goals & objectives determination, organizational mission realities, core competencies, and synchronized functional internal business processes), implementation of strategy (understanding leadership and organizational learning aspects), and lastly the evaluation of strategy (strategic control). Knowledge of personnel management principles as they relate to supervisory duties. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
