SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) (T5)

This position is an Open Title 5 Excepted Service Non-Uniformed Personnel position, open to the Public and to Veterans following the MN National Guard Merit Placement plan. Major Duties: This is not an all-inclusive list A SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) (T5), GS-2152-12, 1. SUPERVISORY DUTIES: Manages day to day functions of an ATC facility involved with air traffic control and maintenance support for full time ATC operations. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of incumbents. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to incumbents on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Helps resolve complaints from incumbents, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other actions in more serious cases. Identifies developmental and training needs of incumbents, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed and develops performance standards. (45%) 2. Incumbent serves as the ATC Training Supervisor for tower facilities. Training is developed for both developmental and full performance level controllers and materials are aimed at qualification, proficiency, and overall standardization of the controller workforce at Army ATC facilities. Incumbent ensures all newly assigned personnel receive training in accordance with applicable regulations. Incumbent directs controller qualification, proficiency, and remedial training for the Army ATC facility. Sets training performance standards and recommends ways to improve performance of employees on their performance. Completion of training results in newly assigned personnel receiving their Control Tower Operator (CTO) and Air Traffic Control Specialist (ATCS) Certifications within prescribed time limits or elimination actions that require documentation of performance deficiencies. Conducts proficiency training on changes to FAA, Department of Defense (DOD) and Department of the Army (DA) regulations and provides guidance on implementation. Incumbent provides developmental, proficiency, and remedial classroom or practical training as required; maintains Air Traffic Controller training records and makes entries in accordance with regulations; provides on-the-job training instruction and guidance to trainee controllers involved in qualification training for their FAA CTO and/or ATCS certificate. The incumbent conducts periodic written and practical evaluations of team members, identifies performance deficiencies, and recommends corrective measures concerning their work. Mentors subordinates to perform ATC training specialist duties. (30%) 3. Directs and monitors the development and implementation of policies and programs to ensure maximum utilization of unit resources. Directs the development of current and long range plans, ensuring that equipment, facilities, funds, manpower, supplies, and other support requirements are adequate and available. Is the liaison with higher headquarters to ensure all command directives are followed. Continuously coordinates with officials of Federal Aviation Administration (FAA) and other Army and Air Force units on aviation matters. Maintains current knowledge of each functional area within the unit, especially ATC operations. Plans, directs and implements cost effective changes, ensuring the overall effectiveness of the unit in carrying out is mission is not compromised. Establishes standards to be met, conducts on-site inspections, and ensures that follow-up training and information is provided to individuals and sections. (25%) Performs other duties as assigned. GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: Experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. Issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialization also requires: • Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; • Skill to coordinate plans and actions with pilots and other controllers; and • Judgment to select and take the safest and most effective course of action from among several available choices. For all specializations, qualifying specialized experience must have provided the ability to: • Arrive quickly at well-reasoned solutions to complex problems; • Adjust quickly to different assignments, changing conditions, and workload fluctuations; • Remain calm and controlled during and after long periods of tension and fatigue; and • Speak rapidly, clearly, and distinctly. Level of Experience: For each grade level, creditable experience must have equipped applicants with the knowledge, skills, and abilities to perform the full range of duties of the position for which application is being made. Such experience is typically demonstrated by accomplishment of assignments of the difficulty and responsibility described in the position classification standard used to evaluate positions at the next lower grade level in the normal line of promotion to the position being filled. Air traffic control specialists in all specializations must possess or obtain, within uniformly applicable time limits, the facility ratings required for full performance at the facility where the position is located. Applicants must possess or obtain a valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate, if appropriate. These certificates require demonstrating knowledge of basic meteorology, basic air navigation, standard air traffic control and communications procedures, the types and uses of air navigation aids, and regulations governing air traffic. Facility ratings require demonstration of a knowledge of the kind and location of radio aids to air navigation, the terrain, the landmarks, the communications systems and circuits, and the procedures peculiar to the area covered by the facility. Rotating Shifts: Airfield operating hours range from 16-24 hours per day, 5-7 days per week. All non-supervisory positions work rotating shift work in order to support published operational hours as well as occasional operations outside operating hours. State Issued Driver's License: AR 95-2 Ch 10 • airfield mgmt./ops, safety and electronics techs are required to perform various inspections around the airfield cantonment area daily on a daily basis. Class IV Flight Physical: AR 40-501 Ch. 4; AR 95-2 para 4-4 & para 5-1; TC 3-04.15 para 1-121. Control Tower Operator (CTO) or Air Traffic Control Specialist (ATCS) Certificate: required as minimum qualification for ATC positions; indicates applicant has completed initial ATC training and has demonstrated minimum skills/qualifications to perform ATC duties. Initial ATC training is conducted by DoD (technical skills training) or the FAA • it is not conducted in ARNG ATC facilities. Mission Essential: (not 'emergency' essential) • positions are subject to call back and work during nights, weekends, holidays, emergencies, and outside normal operating hours. Positions are operationally essential to aviation operations at the assigned airfield. Positions are typically exempt from government shutdown and may be exempt from weather release or other closures as determined by the installation commander (in a nutshell, if aviation operations continue, the airfield should remain open).
