# Program Analyst

National Nuclear Security Administration

This position is part of the Naval Reactors Laboratory Field Office, Department of Energy. National Nuclear Security Administration Demonstration Project: This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NQ-04 pay band is equivalent to the GS-15 grade levels. As a Program Analyst, NQ-0343-04 , you will: Serves as a Program Analyst in the Naval Reactors Laboratory Field Office, West Milton Field Office at the Kenneth A. Kesselring Site in upstate New York. Designs and leads comprehensive oversight and assessment strategies for decontamination and decommissioning programs at the Knolls and Kesselring Sites, including contractor expectations, issue management, identification of systemic weaknesses and emerging risks, and development of corrective actions and program improvements. Serves as the approval authority or principal technical advisor for major radiological release decisions for facilities and land areas, ensuring final status surveys and associated documentation defensibly meet Department of Energy and other regulatory criteria. Represents the Naval Reactors Laboratory Field Office, and when delegated Naval Reactors Headquarters and the Department of the Navy, in high-level meetings; leads multidisciplinary Federal and contractor teams in high-impact studies, special reviews, and root-cause evaluations. Communicates complex technical and programmatic issues clearly and persuasively to senior executives, flag-level, and equivalent senior management; serves as principal mentor and technical resource for staff overseeing deactivation programs, providing leadership, coaching, and guidance on federal standards and contracting practices to shape overall oversight capability and consistency. Provides senior-level programmatic and technical expertise that directly supports Naval Nuclear Propulsion Program objectives, with decisions and recommendations that carry significant weight in establishing Department of the Navy positions on decommissioning, environmental, and remediation strategies for Naval Reactors facilities
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NQ-03 or GS-14 in the Federal service. Specialized experience for this position is defined as performing duties such as: Analyzing and overseeing contractor radiological, environmental, and decommissioning performance to ensure contract compliance and identify deficiencies. Evaluating decommissioning activities (e.g., work planning, hazard controls, waste management) and implement improvements to enhance safety, compliance, and schedule performance. Managing assigned radiological, environmental, and decommissioning programs, including planning, prioritizing, coordinating activities, tracking milestones, and reporting status to leadership. Conducting risk-based reviews of contractor radiological and environmental programs and provide formal reports and briefings to management on issues, trends, and recommended actions. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule (GS) position under a non-temporary appointment in the competitive or excepted service at the, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
