The incumbent serves as Director of IT Governance & Administration and Supervisory IT Program Manager (Policy and Planning) within OCIO. As OCIO's principal leader for IT governance and administrative processes, the incumbent partners with the leadership team to define and execute IT strategy, policy, planning, and operational decisions aligned with EXIM's mission. Working closely with the CIO and other IT leaders, the Director develops and leads key policies, strategic planning, and reporting processes that guide OCIO activities and communicate organizational performance. Duties include, but are not limited to: Leads IT governance, policy development, and strategic planning; advises senior leadership on complex IT policies, programs, and regulatory requirements. Directs IT project and program management activities, including lifecycle planning, performance monitoring, project documentation, prioritization, and reporting across the IT portfolio. Leads IT procurement strategy and coordinates acquisition activities, budget planning, requisitions, accessibility requirements, and complex technology acquisitions. Leads OCIO budget strategy and monitors funding, expenditures, forecasts, resource requirements, and compliance with applicable budget requirements. Provides leadership and supervision for a multifunctional IT organization, including assigning work, evaluating performance, developing employees, hiring, coaching, and managing federal and contractor personnel.
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience developing, implementing, and evaluating IT policies, procedures, governance frameworks, and strategic plans to ensure alignment with organizational mission, regulatory requirements, and technology objectives; Experience managing or coordinating IT resources, including budget planning, procurement, workforce planning, and resource allocation, to support strategic IT initiatives and organizational priorities; Experience leading IT project and program management activities, including developing project plans, establishing milestones and deliverables, monitoring performance, managing competing priorities, and reporting program status and results to senior leadership; AND Experience leading cross-functional teams and collaborating with senior-level stakeholders, contractors, vendors, and other organizations to resolve complex IT issues, build consensus, and implement solutions affecting enterprise IT programs and operations. In addition to the Specialized Experience noted above, applicants must also meet and demonstrate the IT-related experience demonstrating each of the four competencies listed below: Attention to Detail: Is thorough when performing work and conscientious about attending to detail. Customer Service: Anticipates and meets the needs of both internal and external business partners and customers (any individuals who use or receive the services or products that your work unity produces including the general public, individuals who work in the agency, other agencies, or organizations outside the Government). Provides information or assistance. Delivers high quality products and services; is committed to continuous improvement. Effectively manages customer relationships. Oral Communication: Makes clear and convincing oral presentations to individuals and groups. Listens effectively; clarifies information, as needed. Speaks and writes in a clear, concise, organized, and convincing manner that is appropriate to the audience. Facilitates an open exchange of ideas to ensure all group input is considered. Handles technical, sensitive, or controversial topics with agility involving executives/managers as appropriate. Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations. Education cannot be substituted for experience at the GS-15 grade level.
