SAFETY AND OCCUPATIONAL HEALTH MANAGER

The primary purpose of this position is: to serve as a MAJCOM Subject Matter Expert (SME) for Weapons Safety. Duty 1: Serve as MAJCOM Weapons Safety technical expert with duties, responsibilities and authorities to oversee, manage, plan, develop, organize, administer, evaluate and coordinate AMC weapons safety programs. Duty 2: Serve as the subject matter expert to the AMC Inspector General (IG) Team: coordinating Unit Effectiveness Inspection safety team composition; organizing virtual inspections teams and validating completion of virtual inspections; provide AMC Safety equities during final publication coordination process to AMC IG Team, and tracking identified deficiencies to closure. Duty 3: Serves as the MAJCOM technical expert for application of quantity distance criteria for potential explosion sites and exposed sites. Duty 4: Serves as the Functional Area Manager, manages the Commands Weapons Safety taskforce and provides technical support for explosives safety issues. Duty 5: Executes AMC Weapons and Occupational Safety Programs and prepares supplementals to Air Force instructions based on interpretation of policies, standards, and regulations appliable to weapons/explosives and occupational safety. Duty 6: Provides technical safety training/instruction to AMC unit supervisory, employees, and/or unit safety representative on wide range of normal operations such as proper handling and storage of weapons/explosives, explosives transportation, proper storage of hazardous materials, building evacuation procedures and industrial occupational operations. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of explosives/occupational safety and health requirements sufficient to plan, direct, coordinate, and evaluate a diverse weapons/explosives and occupational safety and health program. Advise key management personnel on courses of action affecting facility operation, weapons/explosives handling procedures, explosive operations, work procedures and human-machine relationships (e.g., identifying, evaluating, and controlling a wide variety of hazards related to the full range of work operations) which affect the safety and efficiency of personnel. Knowledge of the body of laws, regulations, policies, and procedures related to weapons/explosives and occupational safety and health to sufficiently interpret and modify or significantly depart from standard techniques in devising specialized operating practices concerned with accomplishing project, weapons/explosives and occupational safety and health objectives, and explaining the reasons and purposes for applying measures and procedures, minimizing and/or abating industrial and environmental hazards. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert technical knowledge of established organization weapons/explosives safety standards contained in DESR 6055.09 and DESR 6055.09_AFMAN 91-201; OSHA, DoD and AF occupational safety standards contained in DoDI's 6055.01, 6055.04, 6055.07, 29 CFR 1903, 1904, 1910, and 1960, AFI 91-201,AFI's 91-202, 91-204, 91-207, AFMAN 91-221, AFMAN 91-224; military specifications and standards associated with explosives and ground safety requirements, military, domestic, and international transportation regulations for explosives and other hazardous cargo involving certification, packaging, compatibility and handling methods to reduce mishaps. Knowledge of AMMO-47, AF Electrical Explosives Safety requirements and procedures. 2. Extensive expert technical knowledge of basic explosives safety facility construction standards, methods, practices, techniques, materials, and equipment contained in DESR 6055.09 and DESR 6055.09_AFMAN 91-201 to determine compliance with weapons and explosives safety standards. 3. Knowledge of engineering drawings and specifications sufficient to identify hazardous conditions in proposed explosives storage facilities and locations. 4. Skill in researching, identifying problems, developing appropriate solutions, interpret, analyze, and apply regulations, policies, and directives pertaining to explosive programs and the air transportation of hazardous materials. 5. Ability to serve as technical authority and provide significant far reaching decisions or recommendations regarding AMC Safety integration into the AF Inspection system (AFIS) process. Ability to extract, analyze and formulate corrective action strategies to ensure compliance. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
