Agricultural Economist

This position is in Global Market Analysis (GMA), which supplies timely analysis and market intelligence to help meet USDA's trade policy, trade promotion and food security objectives. The incumbent reports to the GMA Deputy Administrator, planning and developing programs and policies that provide senior officials with expert program advice on specific policies and program alternatives. Conducts economic studies and analyses to assess implications of policy changes on U.S. trade of assigned commodities and products. Delivers presentations/speeches on the outlook for the production, supply, and distribution of agricultural products. Analyzes the implications of both domestic and foreign policy changes on U.S. export programs and develops and recommends trade policies, program, methods, ways and means of stimulating trade of the assigned commodity or commodities. Represents FAS in intra-and inter-departmental commodity committees and consults with representatives of other governmental agencies, domestic and foreign producers, exporters, importers, farm organizations, and the public on commodity problems. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year (52 weeks) of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience applying economic theories, concepts, and techniques to the field of agriculture and/or trade in a professional setting. Experience writing, reviewing, and editing economic, agricultural, or international trade studies, working papers, and briefing materials. Experience summarizing and advising on economic, trade, and/or international agricultural legislation, policies, or programs impacting world-wide production, trade, marketing, and consumption of agricultural commodities. Experience collecting, evaluating, and analyzing current and historical trends of economic or agricultural data. Experience representing the organization in multidisciplinary committees and presenting or teaching complex economic concepts to specialized and general audiences. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Basic Require: Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
