# Project HSE Manager – OnshoreWind Project (Uzbekistan)

Key Responsibilities Lead project HSE management across preparation, construction, close-out and demobilization. Establish and continuously improve the HSE management system, and align responsibilities among the Client, SANY, lifting and installation contractors, and transportation subcontractors. Prepare the Project HSE Management Plan, HSE Bridging Document and compliance registers for Client approval. Implement HSE requirements and Life-Saving Rules, administer Stop Work Authority, and track related actions to closure. Manage the project HSE organization, staffing and training. Assess subcontractor HSE personnel, control key-staff changes, conduct site inductions and competency verification, and maintain GWO first-aider certification records. Administer Permit-to-Work procedures for high-risk activities, review JSAs and oversee toolbox talks. Review critical lift, crane, ground-bearing, work-at-height and rescue plans; verify equipment and rigging certificates; and organize rescue drills. Supervise site safety, including critical lifting, PPE compliance, hazardous-area and traffic controls, defective-equipment management, and safe cargo loading. Manage full-cycle HSE governance for lifting, installation and transportation subcontractors, including pre-qualification, site-access authorization, audit coordination, over-dimensional transportation-plan review and winter transportation safety planning. Manage emergency response, occupational health and environmental protection. Develop ERIP and MERP, organize joint emergency drills, ensure written incident reporting within 24 hours and follow-up through closure, maintain on-site medical support, control waste and pollution, and maintain hazardous-substance registers and MSDS documentation. Prepare daily, weekly and monthly HSE reports, close non-conformities, chair weekly HSE meetings, conduct pre-mobilization audits, and oversee demobilization and site environmental restoration. Coordinate with internal teams, the Client, EPC and subcontractors to implement project HSE requirements. Qualifications Education: Bachelor’s degree or above in Safety Engineering, Environmental Engineering, Chemical Engineering, Mechanical Engineering or a related field. Experience: At least five years of construction-project HSE experience, including HSE Manager experience on at least two full-cycle overseas wind-power projects. Central Asia or Uzbekistan project experience is preferred. Professional Knowledge: Familiarity with ISO 45001, ISO 14001, GWO standards, PTW, JSA, emergency response, incident investigation and subcontractor HSE management. Strong knowledge of wind-project risks, including lifting, oversized transportation and work at height, as well as applicable Uzbekistan regulations and international Client HSE requirements. Certifications: Chinese Certified Safety Engineer, NEBOSH, IMSA or an equivalent international safety qualification; valid GWO certificates. Competencies: Strong stakeholder communication, risk-mitigation, HSE-document preparation, corrective-action, planning and problem-solving skills. Able to perform under pressure and undertake long-term site work in Uzbekistan. Language: Business-fluent English (B2 or above); Russian or Mandarin is an advantage. Personal Attributes: Rigorous, responsible, well-organized and team-oriented.
