[Job Radar](https://jobradar.live/) / [Jobs](https://jobradar.live/ilanlar) / SUPERVISORY HUMAN CAPITAL ANALYST Active Hybrid Little Creek Amphibious Base, Virginia Posted · 29.09.2026 USAJOBS # SUPERVISORY HUMAN CAPITAL ANALYST United States Fleet Forces Command You will serve as a a SUPERVISORY HUMAN CAPITAL ANALYST in the MANPOWER/PERSONNEL DIRECTORATE (N1) of CDR NAVY EXPEDITIONARY COMBAT COMMAND. You will serve as the Navy Expeditionary Combat Command/Navy Expeditionary Combat Forces (NECC/NECCPAC) expert and advisor on matters relating to position management and position classification. You will advise on and resolve problems for complex, dynamic, and new organizations with large numbers of hard to fill, and one of a kind professional, scientific, technical, administrative and clerical positions. You will provide policy guidance/advice and assistance pertaining to reorganizations, establishment and/or deletion of organizations. You will perform on-going studies and analyses to assess position structure trends, recommend approvals, modifications, or disapproval of proposed position/organizational structures. You will develop, analyze, implement and evaluate managerial policies to achieve personnel readiness for the force. You will plan and assign work to be accomplished by subordinates, set and adjust priorities, prepare schedules for completion of work, and delegate supervisor and/or leads to direct, coordinate and/or oversee work. You will evaluate work performance of subordinates, including evaluating subordinate supervisors and/or leads and serving as the reviewing official on evaluations of nonsupervisory employees rated by the subordinate supervisor. You will review and evaluate programs and support budgeting documentation to identify the cost benefit relationships of existing and/or proposed programs and activities. Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience directing the administration of civilian human capital management activities for all NECC/NECCPAC forces. Experience managing assets including worldwide commands and activities in Maritime Expeditionary Forces, Explosive Ordnance Disposal Forces, Naval Construction Forces, Navy Expeditionary Logistic Forces, as well as the NECC and NECCPAC staffs. Experience serving as a technical advisor on panels and study groups established to consider civilian personnel issues affecting NECF and the Department of Navy. Experience recommending changes to policies and procedures for agency-wide use based on knowledge of federal and civilian policy and in-depth understanding of principles, practices, techniques, and methods. Experience recognizing civilian personnel readiness deficiencies based on analysis/trends and implements appropriate corrective actions, alternatives, and procedures. Experience presenting position papers and/or briefs as required on the impact of actions proposed.
