# RESOURCE MANAGER

Army National Guard Units

THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN JFHQ IN Facilities, Indiana National Guard under Position Description Number PD#T5432P01. Serves as a principal advisor to the CFMO regarding resource management.
Oversees and performs program analysis, including planning, programming, budgeting, funds, allocation, procurement, accounts management, internal controls, and reporting.
Provides expert guidance in the development and preparation of budget submissions, execution and closeout.
Analyzes and interprets historical and determines cost-factors for negotiated agreements.
Plans and schedules work in a manner that promotes a smooth flow and even distribution.
Performs other duties as assigned.
GENERAL EXPERIENCE: Three years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: Skill in collecting and analyzing data effectively, efficiently, and accurately; Skill in applying procedures and directives by reading and interpreting program material; Skill in presenting formal training presentations and briefings; Ability to prepare reports and presentation formats. AND SPECIALIZED EXPERIENCE: At least 12 months experience at the GS-11 level with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying experience could include: Independently planning, programming, budgeting, allocating and executing funds associated with organizational programs; OR reviewing, coordinating, and monitoring the Master Cooperative Agreement for assurance of proper obligation and expenditure of funds; OR identifying deficiencies or areas requiring improvement and recommending corrective action and/or initiating investigation to determine cause of deficiencies; OR developing revised policies and procedures for implementation and establishing specific goals and milestones for which projects can be implemented for financial functions; OR providing advice and serving as financial consultant to management on diverse analytical projects related to training operations, budgeting strategies and techniques, resource distribution, program priorities and/or forecasting or long-range planning; AND Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. If approved, the memorandum will be returned to you and then submitted with your application.
