MOTOR VEHICLE DISPATCHER

The primary purpose of this position is to: Ensure timely execution and effective use of military taxi, mass transportation, scheduled/unscheduled shuttle, cargo movement, aircrew support, vehicle recovery operation, and UDI services in support of the Space Base Delta mission. Maintains vehicle dispatch logs, records, and reports. Provides protocol service to 3 installations and 9 protocol offices. Responsible for controlling assigned vehicle operators, motivation of workers, organizing and making individual work assignments. Acts as the Unit Control Center monitor during real world contingencies and exercises. Conditions of Employment Continued: This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Dispatching Series 2151. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NK-01 or GS-04 grade level, or equivalent in other pay systems. Examples of specialized experience includes knowledge and application of an extensive body of transportation regulations, methods, and practices to perform a wide variety of interrelated or non-standard transportation support assignments and resolve a wide range of problems to include the policies, practices, and procedures for dispatching or scheduling motor vehicles and maintaining related documentation. Knowledge of DoT, DoD and AF regulations, rules and precedence associated with operating motor vehicles and ability to communicate orally and legibly in writing. Knowledge of personal computers and software programs to maintain dispatch records and logs. Knowledge of applicable safety standards and guidelines. Knowledge of emergency action checklist and contingency plans related to logistics support. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and application of an extensive body of transportation regulations, methods, and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems to include the policies, practices, and procedures for dispatching or scheduling motor vehicles and maintaining related documentation. Knowledge of DoT, DoD and AF regulations, rules and precedence associated with operating motor vehicles and ability to communicate orally and legibly in writing. Knowledge of personal computers and software programs to maintain dispatch records and logs. Knowledge of applicable safety standards and guidelines. Ability to understand and use a variety of maps and other locator methods for plotting coordinates, establishing cordons, entry control points, wind direction, traffic and weather conditions; to determine the shortest and safest route for both the short and long run, considering the height and weight of the vehicle relative to overpass clearance and legal restrictions, load limits of bridges and roads, and weigh points. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
