SUPERVISORY MILITARY AND FAMILY READINESS SPECIALIST - DIRECT HIRE AUTHORITY

The primary purpose of this position is to exercise first level supervisory and managerial authority over the Military and Family Readiness Flight assigned to the Force Support Squadron. Serve as consultant to commanders and installation level leadership on matters related to personal and family readiness. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Plans, organizes, and oversees the activities of the Military and Family Readiness Flight. Develops goals and objectives that integrate organization and Military and Family Readiness Flight objectives to build and enhance installation unit and family readiness through center-based, unit-based and community outreach delivery. Represents the Force Support Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, squadron commanders, and representatives from other military services, Department of Defense (DoD) agencies, and related civilian organizations regarding services provided. Establishes, defines, and implements requirements for Military and Family Readiness programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: DEGREE: Behavioral or social science; or related disciplines appropriate to the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR FOUR YEARS OF APPROPRIATE EXPERIENCE that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in planning, directing, and executing Military and Family Readiness flight operations by applying social or behavioral science principles to enhance installation unit and family readiness in compliance with regulatory, safety, and fiscal requirements. Experience also includes exercising supervisory personnel management to plan work, set priorities, and evaluate staff; managing financial, budget, and community resources to meet installation objectives; analyzing and adjusting operations within available resources; and collaborating with senior leadership, Department of Defense (DoD) agencies, and civilian partners to advance mission readiness. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of concepts, principles, theories, and practices relating to social or behavioral science. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. Knowledge of safety, security, personnel management, and EEO regulations, practices and procedures. Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
