MANAGER
Commander, Naval Information Warfare Systems Command (NAVWARSYSCOM)
You will serve as a MANAGER in the CONTRACTING, NIWC PACIFIC SAN DIEGO of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
You will serve as the Contracts Department Head, Chief of the Contracting Office (CCO), and Command Competition Advocate (20000) for Naval Information Warfare Center (NIWC) Pacific (PAC).
You will directly support the research, development, test, evaluation, engineering, and fleet support for command, control, communications, computers, intelligence, surveillance, reconnaissance, cyber warfare, and Information Technology initiatives.
You will counsel and advise senior leadership and technical personnel on contract administration matters, working in close coordination to analyze highly complex contracting challenges and deliver actionable decisions, solutions, and alternatives.
You will direct the financial planning and execution of a multimillion-dollar Navy Working Capital Fund (NWCF) Service Center Budget.
You will lead a diverse workforce of procurement professionals in a federal purchasing department.
You will utilize standard federal regulations and/or alternative agreements to adjudicate final signing determinations on contracting decisions and advising senior military and/or civilian executives on acquisition strategies.
You will lead Contracting, Grants, and Cooperative Agreement warrants to review, guide, and authorize high-complexity, high-dollar-value acquisition portfolios for advanced cyber systems, satellite communications, and information warfare projects.
You will give advice, counsel, or instruction to supervisors and employees on technical and administrative matters and implement Equal Employment Opportunity (EEO) policies to prevent the occurrence of employee grievances.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band NM-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing a working capital fund budget; leading a diverse workforce of procurement professionals in a federal purchasing department; utilizing standard federal regulations and/or alternative agreements to adjudicate final signing determinations on contracting decisions and advising senior military and/or civilian executives on acquisition strategies. Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
