Supervisory Management and Program Analyst

This position is with Department of Labor, Mine Safety and Health Administration (MSHA), Technical Support, Approval and Certification Center (A&CC). MSHA works to prevent death, illness and injury from mining; promote safe and healthful workplaces for U.S. miners. MSHA carries out the provisions of the Federal Mine Safety and Health Act of 1977 (Mine Act) as amended by the Mine Improvement and New Emergency Response (MINER) Act of 2006. Provides oversight of administrative activities. Provides advice and consultation to the Chief concerning the direction of administrative programs, facility's maintenance, and contracts. Manages and directs the grounds and facility program areas through a facility services contract and other special contracts for improvements, renovations, and maintenance projects. Ensures operating costs and expenses remain within funding levels, through the monitoring and tracking of budget expenditures. Provides technical oversight for the contract services, including analyzing, justifying, comparing costs and recommending whether work should be contracted out. Evaluates analytical results, assesses impact, and recommends administrative or programmatic avenues to reach or maintain expected level of resource utilization. Participates in or leads formal and informal meetings. Supervises a staff of specialized professional and administrative personnel. Plans for short- and long-range activities relating to program and policy changes, utilization of resources, changes in program authority, and cost savings methods. Distributes resources to meet agency mission and objectives and adjusts them to meet changing priorities. Selects, manages and directs use of in-house engineering talents, expertise from other governmental organizations, and contracted skills to resolve highly specialized facility problems such as noise control, illumination, waste disposal, air quality, electrical usage and distribution, etc., as available and necessary to address operational and facility issues. Responsible for the on-the-job safety and health of all employees of the Division. Initiates activities to assure conformity with established local and agency safety programs to satisfy this responsibility. Responsible for Center safety and health activities such as annual inspections, COOP, etc. To qualify for this position, your application and resume must clearly show that you possess the specialized experience requirements as defined below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service. Specialized experience must include at least five (5) of the following: Advise on program requirements and develop and implement evaluative measures to assess the effectiveness of administrative and management program activities, with an emphasis on systems for project tracking, records, reporting, etc. Participate in significant management planning, policy-making, and decision-making activities to accomplish agency goals. Manage staff and plan short- and long-term work to be accomplished by subordinates. Generate and manipulate data, and prepare complex reports, briefings, procedures, and guidelines to determine need for and conduct organizational and planning studies, process and method improvements, automation of processes, etc. Provide oversight and financial management of an operating program budget of an agency, organization, or department within a large organization. Interpret and apply procurement and financial laws, policies, regulations, and precedents applicable to contract administration. There is no substitution of education in lieu of specialized experience at the GS-14 grade level.
