About the Position: Serves as primary advisor to the Director (SES level) and either fully shares the direction of all phases of the Directorate and work or is assigned continuing responsibility for managing a major part of the director's program when the total authority and responsibility is equally divided between the Director and the Deputy. Serve as primary advisor to the Director (SES level) and either fully shares the direction of all phases of the Directorate. Responsible for planning for, directing, integrating and coordinating the execution of all functions, operations and activities involved in the accomplishment of the assigned mission area of Supply Chain Management. Provide broad overall program guidance to subordinates and to subordinate Army Materiel Command activities. Formulate and disseminate guidance and provides executive and managerial direction, coordination, review and analysis. Provide leadership in establishing management processes and an environment conducive to effective utilization of Supply Chain Management personnel, subordinate activities and financial resources. Integrates the collective efforts by the review and interpretation of DOD, HQDA and AMC plans and doctrines. Responsible for a budget of approximately $10 Billion. Exercise the full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff; and develops long-range goals and objectives. Specialized Experience: One year of specialized experience at the next lower grade which includes: 1) Directing the planning, integration, and execution of comprehensive supply chain and logistics management programs, including maintenance management, ammunition logistics, and transportation.; 2) Supervising personnel by providing strategic direction, setting performance standards, managing organizational resources, and developing long-range goals to support mission objectives.; 3) Managing and providing guidance on a multi-billion dollar budget, allocating resources, directing fiscal strategies, and ensuring alignment with command priorities and operational requirements.; and 4) Serving as a primary advisor and representative to senior executive leadership (SES), the Department of the Army (DA), and other agencies, formulating and implementing high-level policies, and negotiating resource and program issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify.
