The Program Specialist for the Mental Health service will coordinate all PMDB, Violence Prevention in the Workplace Training and sexual assault awareness training including the coordination of classes in the Training Management System (TMS).
Duties include, but are not limited to: Serves as primary contact and advocate for TMS. Links education curriculum with medical center mission and strategic directives; Assists users with logging onto TMS to complete national mandatory training; Manages TMS accounts for non-employees; creates TMS accounts for new employees prior to being visible in PAID. Conduct PMDB training classes in conjunction with other facility PMDB trainers and accurately document all training conducted. Expected to obtain certification as a facility or master level PMDB trainer within 90 days of hire and maintain this certification as a condition of employment. Performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.). Participate in national PMDB and EES conference calls to remain up to date on all issues related to PMDB. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Examples of specialized experience would typically include, but are not limited to: Experience in CPRS and TMS; MS Word and Excel or comparable word processing and data analysis Software. Communicate proficiently, both in writing and verbally, with personnel at all organizational levels and from diverse professional and educational backgrounds. Compile and interpret data to develop solutions that align with established regulations and procedures. Prioritize, coordinate, and complete assigned tasks within established timeframes. Identify and resolve a wide range of computer issues, both frequent and occasional. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one full year of graduate level education in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Superior Academic Achievement: Completed all the requirements for a bachelor's degree in a curriculum that is qualifying (Examples of related fields may include but not limited to Health Care Administration, Business Administration and Education.) for the position to be filled and I meet one of the following: Rank in the upper one-third of your class in the college, university or major subdivision; A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. You may qualify for the GS-09 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Communicate in a considerate and professional manner, while remaining alert and responsive to those encountered during daily responsibilities. Utilize effective oral and written communication to convey information, troubleshoot problems, and generate detailed reports. Interpret and apply established guidelines and policies, prioritize tasks, and manage competing deadlines. Analyze complex information to determine appropriate outcomes. Convey information through professional presentations and discussions, with proven experience creating and presenting documents and PowerPoint slides. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's or equivalent, or 2 years of progressively higher level education leading to such a degree, or an LL.B or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
