Administrative Officer - Health Informatics Service

The Administrative Officer (AO) provides consultative and administrative support to the Health Informatics Service and Chief Health Informatics Officer (CHIO). Serves as an effective liaison and executor of administrative activities in response to daily operations of the service. This includes support for issues related to patient care, strategic planning, organizational culture, staffing, contracting, budgetary activities, and education and training. Duties include but are not limited to: Participates in the overall administrative, operational management, decision-making, policy development and resource allocation and utilization for the service. Prepares the appropriate documents and coordinates monthly Integrated Informatics Committee (IIC) meetings including maintaining copies of meeting minutes as required. Provides administrative staff support in short and long-range planning efforts. Incumbent ensures compliance with national guidance and directives in preparing annual and cyclic planning documents. Serves as the resource person in planning, reviewing, or revising policies and procedures which impact the service's overall operation, budget, efficiency or processes to meet accrediting agencies standards or VA directives and guidance. Incumbent is the primary liaison between Human Resources and the Health Informatics Service. Responsibilities will include collaboration and management of personnel recruitment, retention, disciplinary actions, and changes in work conditions that impact service employees. Formulates and submits a budget plan each fiscal year, providing advice and assistance to the CHIO as to funds available and how to maximize actual dollar allocations. Tracks and trends budget data on a quarterly and yearly basis, reporting to the CHIO, Chief Financial Officer, Medical Center Director and other stakeholders. Reviews, analyzes, coordinates, and submits all required monthly, quarterly, bi-annual and annual administrative reports. Reviews and verifies numerous informational and statistical materials necessary to complete these reports. The incumbent may also perform timekeeping functions for a complex service with rotating (differential) shift work, on call status, scheduled and unscheduled overtime. Serves as a facility-wide Electronic Health Record (EHR) Equipment Coordinator, providing direct, hands-on troubleshooting and resolution of common hardware equipment issues affecting clinical and administrative EHR equipment and devices across the medical center • not limited to the Health Informatics Service. Diagnoses and resolves routine equipment issues involving hardware, peripherals, and connected devices for EHR end users facility-wide, applying practical technical knowledge to restore functionality without always requiring escalation to IT or Biomedical Engineering. Develops Statements of Work (SOW), oversight, compliance, and evaluation of all medical contracts within the service and ensures that contracts meet all requirements of VA Directive 1663. AO is a purchase cardholder and complies with Federal and VA Acquisition Regulation and policies, as well as local procedures, including but not limited to the following: socioeconomic goals, mandatory sources, Central Contractor Registration (CCR), Federal Procurement Data Systems (FPDS), Item Master File, Vendor File, and Unauthorized Commitment and delinquent obligations. Examples of specialized experience would typically include, but are not limited to: Compiling information and preparing administrative reports for briefing; Maintaining and updating databases and shared computer drives; Providing advice and assistance to managers and staff concerning agency personnel processes and procedures; Experience using office automation programs such as work processing spreadsheets, graphics, and desk top publishing and Coordinating with management to control purchasing and use of supplies. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.
