Job Responsibilities The SC Public Employee Benefit Authority (PEBA) is the administrator and co-trustee of retirement and insurance Employer State of South Carolina Agency Public Employee Benefit Authority programs for over half a million active and retired public employees of the State of South Carolina and their dependents. Under general supervision, this position performs statistical analysis, data management, and reporting activities in support of PEBA's insurance programs, as well as assists with the development and maintenance of analytical reports, dashboards, data documentation, and other data-related activities of the Statistical Services & Reporting unit. Job Responsibilities Include Creates and maintains routine and ad-hoc reports to support PEBA's internal audit activities. Compiles and prepares medical, dental, and other health insurance claims data for audit-related reporting. Develops and maintains routine and ad-hoc analytical reporting and dashboards for PEBA insurance benefits, with primary responsibility for Basic Dental, Dental Plus, and State Vision analytics. Compiles, analyzes, and interprets enrollment and claims data to support dashboard development and ongoing monitoring of utilization, cost, and other key benefit trends. Assists with the maintenance of the Statistical Services & Reporting data inventory, file layouts, and data dictionaries for datasets and data sources used by the unit. Maintains documentation related to data sources, file structures, and data processes to support consistency, accuracy, and continuity of reporting and analytical activities. Assists with routine reconciliation of medical, pharmacy, and dental claims data to vendor invoices. Maintains reconciliation reports, identifies and documents discrepancies, and supports follow-up needed to ensure claims and invoice totals are accurately reconciled. Assists with special projects, ad-hoc analyses, and other statistical, reporting, and data management activities as needed to support the Statistical Services & Reporting unit and PEBA's insurance programs. Conducts member-level claims research using vendor systems and other available data sources for medical, pharmacy, and dental benefits. Compile relevant claims information to support responses to benefit-related questions and inquiries. Minimum And Additional Requirements A bachelor’s degree and professional experience including the collection, analysis, interpretation, or presentation of quantified data. A master’s degree in statistics or a related field may be substituted for the required work experience. Knowledge of methods of data collection, data management, analysis, and presentation. Ability to analyze and interpret quantitative data and identify trends and inconsistencies. Ability to learn and use analytical and data management software, including SAS and other query or programming tools. Proficiency with Microsoft Office applications, particularly Excel. Strong attention to detail and ability to organize work and manage multiple assignments. Ability to communicate effectively and work both independently and collaboratively. Preferred Qualifications A bachelor’s degree in Statistics, Mathematics, Computer Science, Data Analytics, Economics, Business Analytics, or a related quantitative field. Experience using analytical or programming software such as SAS, SQL, Python, or similar tools is preferred. Experience working with healthcare, insurance, claims, or other large transactional data is also preferred.
