This position serves as the Management Analyst for the VR&E Division, Lincoln RO (334) and has the major responsibility for supporting the assessments of the operations of the VR&E Division. The broad scope of duties includes assisting in the implementation of revised organizational structures and providing the necessary studies and evaluations of various processes, allocation of budgets, employee utilization, resource allocation and delegations of authority.
Specific duties include: Conducts comprehensive reviews of division accomplishments and goals, facilitates organizational planning, and oversees policy and procedure publications. Prepares reports on performance, workload, and compliance for review at all levels. Analyzes, evaluates, and advises on work methods and division effectiveness, utilizing both qualitative and quantitative approaches; conducts studies, non-financial internal audits, and recommends improvements to management functions, organizational operations, and internal controls. Acts as Internal Control Coordinator, compiling and tracking the Management Control Plan, supporting division management on key policy and operational issues, and representing the VA in inter-agency task forces and board assignments. Assists with onboarding and offboarding employees (account creation/deletion, systems access), provides HR support for out-based staff (PIV cards, hiring), administers travel voucher processing, back-up timekeeping, and utilizes Microsoft applications for documentation and reporting. To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/30/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level or higher. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-11 (or higher) and the promotion potential of your current position must be at least None. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-9 level or higher. Specialized experience is defined as compiling and analyzing data from reports, developing charts and graphs for meetings and technical reports, or analyzing budgets or other financial records Education Substitution: Applicants may substitute education for the experience required to qualify at the GS-11 grade level. Note: coursework must have equipped you with the knowledge, skills, and abilities described in the "How You Will Be Evaluated" section of the announcement. Ph.D or equivalent doctoral degree; or three full years of progressively higher-level graduate education leading to such a degree or LL.M, if related to the duties of this position.
