This Administrative Officer position is in Environmental Management services at the Manchester VA Medical Center, located at the Manchester, NH location. This position is full-time at 40 hours per week. Duties include but are not limited to: The primary purpose of the position is the coordinating and monitoring of administrative functions. Provides formularized planning and direction for the Services. Responsible for the development and implementation of policies and procedures for the Services. The incumbent will recognize the need for new policies and bring such policies to the attention of the Service Chiefs. The policies and procedures are for all the various aspects of the departments, including budget and fiscal management; supply service and equipment procurement; personnel and workforce utilization; contract negotiation; construction and renovation; and space utilization. Develops, evaluates and modifies organizational structure and systems to achieve program goals. Establishes unique or complex quality and productivity programs. The incumbent develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring activities. Ensures quality assurance issues pertaining to the service are documented and appropriate follow-up action occurs regarding any problem or recommendation found or made because of the service's quality assurance activities. Incumbent requests information from subspecialty areas, staff, technicians, and other medical center disciplines to provide staffing analysis, workload statistics and a variety of reports. Reviewing, analyzing, compiling, and preparing numerous recurring and nonrecurring reports and reviews and special administrative requests from Medical Center and VISN administration. Drafts and/or reviews all contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements. Establishes and monitors contracts between the Service and vendor personnel performing duties for the Service and analyzes their effectiveness for productivity and cost containment. Monitors and approves payment of invoices for services performed under contract to insure prompt payment. Ensures that the overall supply needs and services for the medical center are met in a timely manner. Serves as the representative to Human Resources Management Service on all personnel issues requiring a significant practical knowledge of Title 5 and Hybrid Title 38 employee relations. Provides guidance to the Service Chiefs and department supervisors on numerous topics such as: labor relations, position management, position classification, performance evaluations, disciplinary actions, and the awards programs. Works in conjunction with the Service Chief, and department supervisors to solve employee problems. Provides guidance and administrative support in developing and/or rewriting both position descriptions and appropriate performance standards for positions within the Service. Assists managers and staff in projecting staffing needs, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Work Schedule: Full-time, Monday-Friday 8:00am-4:30pm. Compressed/Flexible: May be authorized at supervisor discretion. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA. Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Notifications May be required to attend conference at other facilities or other VA sites on occasion. The incumbent may be required to travel to other VA campuses and CBOC's. Current and former Federal employees must submit copies of their most recent SF-50 (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Veterans' preference does not apply for other current permanent Federal agency employees. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience solving policy issues; Developing in-depth reports that can assist with negotiations; Presenting technical information at professional meetings and/or conferences; Comprehensive knowledge of Departmental and Federal budget processes, policies, procedures, and regulations to assure that budget estimates, projections and submissions conform to requirements, guidelines and financial objectives; Knowledge of guidelines, methods and techniques used in the performance of management analysis and skill in using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of programs throughout the medical center. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
