MANPOWER AND PERSONNEL SPECIALIST

The primary purpose of this position is to manage the day to day short- and long-range planning and management of the Manpower and Personnel requirements for the Maintenance Group and five subordinate squadrons.
• Responsible for managing all personnel and manpower resources assigned to the Maintenance Group.
• Serves as a technical advisor to the Maintenance Group Commander and Squadron Commanders on all manpower and personnel matters.
• Perform readiness duties for the Group Control Center and Group Readiness management office.
• Performs as the liaison between all maintenance group squadrons and CPO on all Civilian Personnel Action Requests (Standard FormSF 52's) requiring MXG/CC approval, such as, request to review positions descriptions, abolish positions, vacant positions and management reassignments.
• Manages the Military Personnel Appropriations (MPA) Man-day Program requests and approvals for the Maintenance Group.
• Performs duty as the Maintenance Group READY Augmentation Duty Program Manager.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: (1) Works with technical manpower management methods and organization practices and techniques. (2) Works with technical manpower management methods and organization practices and techniques; and (3) Works with applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations earned out by administrative or professional personnel, or substantive administrative support organizations. OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of technical manpower management methods and organizational structure, practices and techniques; manpower datasystems to provide ready access to the personnel accounting symbol and manpower data file; and manpower staffing standards forevaluating program operations in logistical readiness and contingency support. 2. Knowledge of correct grammar, spelling, punctuation, and format to be able to accurately prepare and edit written correspondence and reports. 3. Knowledge of software programs to produce a wide range of documents requiring use of advanced software functions to enhance productivity or meet needs of complex formats such as graphics or tables within text, to edit and format electronic drafts, and to update and revise existing databases or spreadsheets. 4. Skill in applying data gathering methods to collect actual information to meet program requirements and objectives within available resources. Conduct interviews with supervisors and employees to obtain information about organization's missions, functions and work procedures. 5. Ability to analyze, verify, and correlate data; locate, assemble, and compose information for non-routine reports, inquiries, and technical correspondence; communicate effectively, with diverse groups of individuals both orally and in writing; plan; organize work; and meet deadlines. 6. Ability to perform basic arithmetic calculations, design and conduct comprehensive studies, and prepare solutions to resolve problems and issues of effectiveness and efficiency of work operation in major programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
