Branch Chief

This position is located in Office of Chief Human Capital Office (OCHCO), Division of Facilities and Security (DFS), Security Management Operations Branch (SMOB). The supervisor is Susan Abraham. This position is subject to Confidential Financial Disclosure reporting requirements. This position is subject to security ownership restriction reporting requirements. The successful candidate will perform the full range of Branch Chief duties. Such duties include but are not limited to: Provides oversight of the NRC Facility Security Program at Headquarters and regional offices to ensure protection of NRC facilities, personnel, and both classified and Controlled Unclassified Information in accordance with applicable laws, Executive Orders, MDs, and federal directives. Manages related systems and programs, including the Insider Threat Program, Operations Security, the Occupant Emergency Program, badging and access controls, facility physical security plans, and agency-wide security awareness activities. Serves as the authoritative expert for implementing Intelligence Community physical security directives, conducts risk and vulnerability assessments, coordinates incident reporting and corrective action tracking, and ensures alignment with SEAD-3 foreign travel reporting requirements. Provides oversight of policy, technical issues, and day-to-day operations related to physical and facility security at the NRC. Manages staff and operations at Headquarters, the Technical Training Center (TTC), and the regions. In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: Detailed knowledge and implementation understanding of federal Physical Security programs. This includes integrated oversight of the Insider Threat Program (ITP) and Operations Security (OPSEC); management of the Occupant Emergency Program (OEP) across HQ and regional offices; administration of badge issuance, access controls, and visitor management systems; ensuring proper handling and protection of Controlled Unclassified Information (CUI) and classified materials; alignment with SEAD-3 foreign travel reporting requirements; conducting risk and vulnerability assessments, coordinating incident reporting, tracking corrective actions, and leading agency-wide security awareness activities. The ideal candidate will be able to demonstrate the following: Knowledge and implementation understanding of Physical Security Programs, the U.S Government National Industrial Security Program, and the handling and protection of Controlled Unclassified Information (CUI) and classified materials. Experience supervising or providing clear direction, guidance, or leadership to a technical or projects organization, group, or team. Experience working with internal and external stakeholders to accomplish common goals related to security programs. Experience developing agency positions on policy that are risk informed and data driven. Experience leading organizational change and enhancements to improve programmatic outcomes.
