MANAGEMENT AND PROGRAM ANALYST
Immediate Office of the Chief of Naval Operations
You will serve as a MANAGEMENT AND PROGRAM ANALYST in the MANPOWER AND PERSONNEL DIRECTORATE of HEADQUARTERS US INDO-PACIFIC COMMAND.
You will coordinate with Joint Staff, Service Personnel Centers, and Service Senior Leader Management divisions.
You will manage manpower requirements and allocation of active-duty, reserve, civilian, and contractor resources within the command.
You will develop new ways to measure program accomplishments, results, and effectiveness.
You will participate in analysis and evaluation of agency functions or activities being considered for conversion to contract operations.
You will be responsible for joint personnel accountability, strength reporting, and personnel readiness for the United States Indo-Pacific Command (USINDOINDOPACOM).
GS-13 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting joint manpower requirements, advising senior leadership on organizational structure and resource allocation by leveraging Fourth Estate Manpower Tracking System (FMTS) for data-driven recommendations; 2) Providing recommendations on organizational structures, staffing, process improvements, and potential contract conversions by negotiating acceptance of significant changes with management; 3) Presenting high-level briefings and monitoring implementation of approved proposals; and 4) Conducting management analysis to balance military and civilian end strength between the Future Year Defense Plan (FYDP) and FMTS, providing critical advice on the Planning, Programming, Budgeting, and Execution (PPBE) process. GS-12 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with joint manpower requirements by utilizing the Fourth Estate Manpower Tracking System (FMTS) to provide guidance to leadership; 2) Providing recommendations on organizational structures, staffing, process improvements, and potential contract conversions; 3) Presenting briefings and monitoring implementation of approved proposals; 4) Assisting with management analysis to balance military and civilian end strength between the Future Year Defense Plan (FYDP) and FMTS. The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
