PROGRAM ANALYST

You will serve as a PROGRAM ANALYST in the DOCTRINE, TACTICS, AND FUTURES DEVELOPMENT DIRECTORATE of NAVY EXPEDITIONARY WARFIGHTING DEV CTR. You will lead cross-warfare specialty development teams of military, civilian, and contract team SMEs in the development and promulgation of developmental publications, i.e., Fleet Warfighting Futures, Tactical Memorandums, and Tactical Bulletins. You will plan work to be accomplished by other military, civilian and contract planners, adjust their priorities and prepare schedules for completion of work You will provide analytical support to senior staff in reviewing, analyzing, and editing various documents, including Joint and Naval concepts, developmental publications, doctrine, and policy. You will provide command representation at meetings, conferences and planning teams with USFF, NWDC, USMC CD and I, and MARFORCOM and other services organizations. You will assist in the development and integration of Navy lessons learned into Joint Lessons Learned Information System. You will conduct in-depth studies and analyze both current doctrine and future concepts for which the Navy Expeditionary Force may be asked to support You will investigate concepts and science-and-technology advancements to address and mitigate emerging threats. To qualify for the GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience leading cross-warfare specialty teams in the creation and promulgation of new fleet level developmental publications. Experience with joint, combined, Navy and Naval warfare objectives, operations, concepts, and doctrine (e.g. naval concepts, CONOPS, joint pubs and NWPS). Experience demonstrating a professional understanding of a variety of disciplines, including naval warfare and the mission areas of expeditionary, construction, force protection and countering irregular challenges. Experience displaying an understanding of Navy Expeditionary Forces, command structures, units', organizations, missions, capabilities, and support structures. This knowledge must be gained through operational assignments within Naval, or Joint Expeditionary Forces, or equivalent experiences. Experience with variety of duties involving different and often unrelated processes and methods, requiring consideration of myriad factors, extending traditional techniques to develop new procedures to meet organizational goals.
