# Administrative Specialist (Pain Management)

Veterans Health Administration

This position is located in the Physical Medicine and Rehabilitation Service (PMRS) Pain Management Team at the Hampton VA Medical Center. The clinical duties and responsibilities and administrative duties are carried out within the Hampton VA Medical Center and associated CBOCs and future clinics in the Southside area. Incumbent may be required to travel between the various facilities and will provide services in the acute, subacute and inpatient settings.
The PMRS Administrative Specialist is an integral member of the Interdisciplinary Pain Management Team. Duties include but are not limited to: Analyze and evaluate the needs of the PM&RS. Reviews data and performs studies, summarizes information, identifies trends and proposes and implements solutions. Responsible for participating in coordination of initiatives, performance goals and development and implementation of strategies and actions related to the PM&RS Initiatives. Assists the service in analyzing situations, presenting and offering solutions to administrative issues, and coordinating special projects and programs that require integration of various individuals and teams throughout the Hampton VAMC. Organize meetings and attendees, creates with the team goals and strategic plans to carry out objectives, finds ways to practically carry out the solutions provided. Works closely with Clinical Service Chiefs, Medical Center clinic support staff, OI&T staff, Health Administration Service (HAS) and Veterans Integrated Service Network (VISN) 6 hospital clinic support staff in facilitating and maintaining the Inter-facility consults process for PM&RS. Collects, compiles, analyzes and presents data to the Chief, PM&RS and the Administrative Officer of the PM&RS regarding the consult-tracking package. Identifies, tracks, eliminates and generally prevents the entry or continuance of erroneous information in the PM&RS Program's system regarding consults and patient wait times by informing the clinical personnel that action needs to be taken. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Administrative Specialist GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of medical center organization, functions, specialties, and programs, applying analytical and evaluative techniques; experience locating and interpreting regulations from a wide range of sources; reviewing data and information for trends, problem areas, and makes recommendations to management to resolve issues. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR, A bachelor's degree with Superior Academic Achievement (SAA). To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled. Rank in the upper one-third of your class in the college, university or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. You must have an combination of specialized experience and education beyond a bachelor's degree to qualify for the GS-7 level. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: works extensively with computerized patient record system and report generation (Opioid Risk Mitigation) and OSI (Opioid Safety Dashboard); ensuring clinical data is accurate and complete, managing data measurement and analysis, flowcharting of work processes, and use of statistical measures. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level.
