Defense Finance and Accounting Service
Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.
Provides assistance and guidance on matters pertaining to the Risk Management Framework.
Performs analysis of operating and application systems software using a variety of fact finding and analytical techniques to determine security vulnerabilties.
Participates in various team setting as an expert software, agile principles, DevSecOps, cloud and the adoption of new technology.
Prepares system documentation for purposes of improving software development processes in accordance with acceptable industry standards.

Specialized experience is defined as: participating in the testing of an organization's major automation information systems and software; utilizing quality assurance tools in a web environment; performing System Integrated Testing (SIT); documenting and executing test scripts; documenting systems issues, analyzing causes of failure, and running queries to be used as testing aides. Basic Requirement for entry at the GS-12 level: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Specialized experience is defined as: software programming, evaluating, and customizing software using Oracle APEX user-interface development, Oracle SQL and PL/SQL database development programming to code, develop, test, and configure software and/or applications; providing system analysis, design, coding, testing and implementation of software financial systems; and performing analysis of software performance; applying basic IT principles and practices; providing input to design specifications, testing plans, and issue resolution of an automated software. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
GS-11 Substitution of education for experience: A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Combination of education and experience is not applicable for this position. GS-12 Education is not substitutable for specialized experience at this grade level.
