Human Resources Assistant (Employee Benefits)

This position is located in the Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment and transition of human capital services for VACO staff offices. The incumbent serves as the HR Assistant (Employee Benefits) for the HRSC and is responsible for human resource support work needed to process personnel actions related to benefits, leave, reasonable accommodation, and related programs.
The Human Resources Employee Benefits Assistant supports the processing of personnel actions and maintains electronic Official Personnel Folders (e-OPF), along with generating and managing a variety of employee records and reports. Major Duties include, but are not limited to: Daily monitoring of personnel information systems for actions related to the duties of the section, follows up with employee or service as appropriate for any missing information. Initiates all personnel action requests related to benefits, leave, and records (such as name changes, education changes, FEHB enrollment, FEGLI changes, Military Status, SCD changes, changes in veteran's preference, leave journalizing, and TSP changes). Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action. Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security). The incumbent codes personnel actions for employees under different pay systems; verifies accuracy of generated personnel action for all coded entries; verifies accuracy of coded actions to ensure action processed. Incumbent is responsible for using internal systems to submit remedy tickets or corrections or action. Follows up with the Technical Reviewer or HR Specialist on requests for corrections and/or remedy tickets. Assists with suspenses related to duties of the section; ensures accuracy of information, maintains suspense documents, and follows up on overdue suspense notices with appropriate individuals. Provides technical guidance, information, and assistance for the Reasonable Accommodation program. Evaluates sensitive personnel issues and counsels employees on the requirements of viable options. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday- Friday, 8:00 a.m.-4:30 p.m. Compressed/Flexible: May be available with supervisory approval. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: For the GS-05 Grade level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Determines employee benefits eligibility, such as life and health insurance, leave category, or retirement system coverage. Codes or processes personnel actions for employees under an automated personnel/payroll system. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have completed four full years of education above high school which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED) . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. This education must have been obtained in an accredited college or university. For the GS-07 Grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include, but are not limited to: Processes personnel actions for employees under different personnel systems and employee categories, in both the excepted and competitive service. Provides technical guidance and assistance on a reasonable accommodation or similar workplace accommodation program. Assists HR specialists on special projects by gathering and organizing data, identifying issues, and recommending improvements or solutions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
