Description: ACT1 Federal is seeking an experienced Senior Program Analyst to provide senior-level front-office operations, executive-workflow, correspondence, engagement-preparation, Business Operators for National Defense (BOND) coordination-management, and decision-support services to the Office of the Deputy Assistant Secretary of the Navy for the Defense Industrial Base (DASN (DIB)). The analyst supports the office’s ability to execute high-tempo industrial-base, maritime-industrial-base, acquisition-transformation, private-sector engagement, and senior-leader requirements. This position requires a senior subject matter expert with demonstrated experience supporting executive operations, executive secretariat processes, front-office management, senior-leader engagements, executive correspondence, protocol, staff operations, program coordination, or comparable fields. The analyst shall be capable of developing and maintaining office-level operating rhythms, executive-workflow products, BOND coordination products, engagement-preparation materials, correspondence-control processes, decision-support packages, and action-tracking systems in a fast-paced environment. Responsibilities: Provide front-office operations, executive-workflow, correspondence-control, BOND coordination-management, engagement-preparation, and decision-support services for DASN (DIB) leadership and staff. Support office-level operating rhythms, including executive-workflow processes, correspondence control, task tracking, meeting preparation, action-item management, decision-package coordination, BOND coordination, and senior-leader engagement support. Develop and maintain Government-directed planning tools, draft schedules, meeting-preparation materials, engagement trackers, executive calendars, action trackers, correspondence logs, BOND coordination trackers, and workflow-status products. Support management of Government-directed BOND coordination activities by maintaining participant information, workstream trackers, action-item logs, engagement records, milestone trackers, issue lists, meeting materials, and status-reporting products. Prepare BOND coordination packages, including draft agendas, participant profiles, workstream summaries, task trackers, executive read-aheads, meeting materials, decision-support products, meeting summaries, and follow-up documentation. Support Government-led coordination with BOND participants, industry experts, private-sector operators, technical experts, and other approved stakeholders by preparing engagement materials, correspondence drafts, contact records, meeting summaries, and follow-up products. Analyze planned schedules, identify potential conflicts, track engagement requirements, and prepare recommended sequencing, preparation, and coordination actions for Government review. Develop executive read-ahead packages, briefing materials, talking points, meeting agendas, stakeholder profiles, decision packages, executive correspondence drafts, meeting summaries, and follow-up products. Support preparation for senior-leader meetings, BOND engagements, industry engagements, investor discussions, congressional engagements, interagency meetings, site visits, and other approved events. Coordinate logistics-support information, itineraries, meeting materials, participant lists, visitor-access coordination information, travel-support materials, and voucher-support documentation for Government review, approval, and submission through authorized processes. Receive, log, organize, and track incoming taskers, correspondence, data calls, meeting requests, staffing packages, action items, BOND workstream requirements, and other executive requirements. Prepare draft routing, priority, coordination, and suspense recommendations for Government determination. Maintain action-item, suspense, correspondence, engagement, decision, BOND workstream, and follow-up trackers; identify overdue actions, upcoming deadlines, dependencies, administrative barriers, and potential risks for Government awareness and resolution. Support preparation of executive correspondence, memoranda, information papers, briefing materials, decision memoranda, response packages, meeting records, and other staff products. Develop and maintain front-office procedures, BOND coordination procedures, templates, dashboards, workflow guides, continuity materials, and process-improvement recommendations supporting repeatable and efficient office operations. Safeguard sensitive information and apply Government-provided records-management, correspondence-control, access, travel, and information-handling procedures. Support surge requirements associated with executive taskers, high-visibility industrial-base initiatives, BOND coordination activities, senior-leader engagements, congressional deadlines, industry events, and time-sensitive Department of the Navy requirements. Requirements: Bachelor's degree from an accredited institution in business, management, engineering, economics, finance, operations research, public administration, or a related discipline. At least 10 years of progressively responsible experience in senior executive operations, executive secretariat support, front-office management, chief-of-staff support, executive correspondence, protocol, staff operations, program coordination, or comparable fields. Demonstrated experience supporting senior Department of War, Department of the Navy, Federal agency, military, corporate, board-level, or other executive leadership. Demonstrated experience preparing executive correspondence, decision packages, read-ahead materials, briefing materials, meeting products, action trackers, status reports, and senior-leader engagement materials. Demonstrated experience managing complex office-level workflows, executive engagements, senior-leader events, taskers, correspondence, suspenses, stakeholder coordination, and follow-up actions. Demonstrated ability to support Government-led coordination involving industry, technical experts, private-sector stakeholders, executive leadership, or other complex cross-functional teams. Demonstrated ability to operate effectively in high-tempo environments with changing priorities, short-notice executive requirements, and competing deadlines. Demonstrated exceptional written communication, attention to detail, organizational ability, discretion, sound judgment, and ability to manage sensitive information appropriately. Demonstrated proficiency with Microsoft 365 applications, including Outlook, Teams, Word, PowerPoint, Excel, and SharePoint. The position may require support outside normal business hours to meet time-sensitive executive, BOND coordination, engagement, congressional, industrial-base, and Department of the Navy requirements.
