The work requires a comprehensive and expert application of Generally Accepted Government Auditing Standards (GAGAS- the Yellow Book), as well as advanced knowledge of relevant DoW and DeCA specific policies, regulations, and statues. As a Lead Auditor, you will be responsible for the following duties: Leads and manages complex, high-risk audits across DeCA, developing detailed audit strategies and methodologies. Conducts advanced financial, operational, and compliance analysis to identify root-cause deficiencies and develop defensible findings. Drafts, reviews, and finalizes comprehensive audit reports and recommendations for senior leadership and external stakeholders. Provides expert guidance and mentoring to audit team members, interpreting complex laws, regulations, and policies. Represents DeCA in high-level meetings, presenting and defending audit results to internal and external officials. Read the entire announcement before starting the application process. To qualify for a Lead Auditor your resume and supporting documentation must support the requirements below: A. Basic Requirement: Education: Bachelor's degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Applicants MUST submit a copy of their college transcripts from an accredited educational institution which reflects that an accounting or equivalent degree was conferred and the date conferred. Failure to submit your transcripts may result in lost consideration. OR B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial coursework in auditing or accounting, e.g., 15 semester hours In addition to meeting the Basic Requirement above, you must also meet the below requirements: GS-13: Creditable Specialized Experience Ability to develop project plans, execute plans, gather and analyze data, develop recommendations, evaluate corrective actions, and work with clients reviewed and other project stakeholders. Professional knowledge of federal government accounting and auditing concepts and methodologies and skills to apply this knowledge to very broad assignments. Preparing audit workpapers that clearly documented procedures, evidence, and conclusions in alignment with Generally Accepted Government Auditing Standards (GAGAS) requirements. Presenting audit findings to management officials and negotiating the acceptance and implementation of corrective actions. Applying GAGAS requirements and other federal auditing standards to independently perform performance, financial, and compliance audits. Directing audit teams in executing complex and sensitive audit projects, providing expert coaching, monitoring progress, resolving issues, and representing team findings to management and inter-agency partners Experienced in performing complex and comprehensive oversight reviews of performance audits, financial-related audits, attestation engagements, and other types of contract audits. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable. When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
