Veterans Health Administration

The primary purpose of the WG-10 Insulator/Installer is to remove asbestos containing building material (ACBM), and replace/install flooring, insulation and other building products. The work area is within the healthcare environment of the Central Arkansas Veterans Healthcare System. This includes at 2- campuses located at North Little Rock & Little Rock, Arkansas consisting of 93 buildings, 56 registered on the National Register of Historic Places, 2 research facilities, and 3 laboratories.
Major duties include, but not limited to: Performs a variety of manual labor, maintenance and instrument operation tasks associated with asbestos abatement; inspects, encapsulates, contains, and removes asbestos; and performs related duties as required. Assists Industrial Hygienists in conducting inspections or surveys, calibrating, testing, and maintaining instruments and safety equipment, collecting water and material samples and related duties requiring less than full professional competence in the field of industrial hygiene. Maintains knowledge and skill to work with hazardous materials in course of assignments such as asbestos and lead based paint. Plans and lays out work in accordance with drawings, sketches, blueprints, and own knowledge of construction or needed repairs. Performs journeyman carpenter work such as assemble, construct, install, modify, crate, repair or remove interior or exterior items consisting of wood, plastic, fiberglass, etc. Items involved will include, but are not limited to walls, windows, ceilings, and floors. Maintains mathematical skill to make calculations to ensure proper equipment sizing and to prepare air samples for testing. Uses glove bag to remove asbestos insulation; replaces removed insulation with acceptable substitutions. Maintains skill and knowledge of related construction trades (e.g., painting, tile setting, roofing, etc.) in order to complete projects. Installs floor tile and grid systems, metal studs, shoe and plate, and gypsum board for new walls. Removes and reinstall furniture such as cabinets, chairs, beds, desks, and tables when required for Engineering work. Utilizes a variety of hand tools, electrical power tools, powder actuated and pneumatic tools to accomplish assignments. Work Schedule: Monday to Friday 7:00am to 4:00pm, subject to change based on the needs of the facility. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2026. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Dexterity and Safety Interpret Instructions, Specifications (includes blueprint reading) Materials Measurement and Layout Technical Practices Use and Maintain Tools and Equipment Without more than normal supervision Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires frequent climbing, reaching, bending, stooping, pushing, pulling, kneeling, stretching, and walking. Some of the work is performed from ladders and scaffolds, which require overhead work in stretched, cramped, or awkward positions and frequent climbing. Arm movement is considerable when nailing, scraping, removing, repairing, or replacing encapsulating materials. There is frequent lifting and carrying of items that weigh 50-100 pounds. Proper PPE required for maintenance actions. Working Conditions: The work is usually performed inside under well-lighted conditions or outside during good weather conditions. Workers may occasionally be exposed to relatively low and high temperatures extremes, dust, dirt, grease, moisture, and cramped quarters. Work exposes the worker to floor surfaces that are wet and slippery. Subject to falls, cuts, burns, bruises, broken bones, and other serious injury. The removal and installation of insulating materials frequently create airborne particles, which require the wearing of respirators, and protective clothing and equipment, which may be restrictive and uncomfortable. Subject to emergency callback work after normal duty hours and scheduled overtime requirements, which are compensated for by premium pay. Eligible for hazardous duty compensation. Will be required to work in crawl spaces, indoors, above ceilings, on roofs of buildings, and outside in all types of weather. Will occasionally be required to work in electrical vaults, on high voltage distribution poles and in high voltage manholes. Will be required to work in hot, cold, wet, dry, dirty, dusty, noisy, greasy environments on scaffolding, man lifts, and extension ladders reaching 30 feet or more and in close quarters such as manholes, crawl spaces, attics, and vaults. May be exposed to temperature extremes in boiler rooms, walk-in freezers, laboratories, or research facilities. Work in areas of danger from falling from high work platforms, danger from electrical shock, rotating machinery, extremely high noise levels, and exposure to mold, radiation, chemicals, or carcinogens. Normal work schedule Monday through Friday 7:30am
