PROGRAM ANALYST

You will serve as a PROGRAM ANALYST within IMMEDIATE OFC OF CHIEF OF NVL OPS. You will develop requirements for ship control systems, HME systems, and surface ship sustainment. You will analyze program costs, schedules, and performance to recommend solutions for capability gaps. You will review budget submissions and recommend funding priorities through PPBE and POM processes. You will coordinate requirements documentation and program planning with Navy and Department of Defense stakeholders. You will advise senior leaders on sustainment strategies, modernization priorities, and resource allocation. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing ship control and hull, mechanical, and electrical (HM&E) systems requirements to identify capability gaps and recommend sustainment and modernization strategies. Applying Planning, Programming, Budgeting, and Execution (PPBE) processes to develop funding recommendations and support Program Objective Memorandum (POM) submissions. Developing and reviewing requirements documentation using the Joint Capabilities Integration and Development System (JCIDS) to support surface warfare capabilities. Evaluating program costs, schedules, performance, and technical requirements to recommend solutions that improve surface ship readiness and sustainment. Advising senior leadership and coordinating with stakeholders to establish program priorities, defend resource proposals, and resolve sustainment issues.
