The Nurse Deputy Associate Director for Patient Care Service (DADPCS)/Deputy Nurse Executive (DNE) is an advanced healthcare executive who demonstrates leadership, experience, and creative approaches to ensure the continuous and timely availability of quality nursing practice in a variety of complex patient care services and programs.
General Description of Assigned Duties: The Nurse Deputy Associate Director for Patient Care Service functions as an executive administrator and consultant to the Associate Director for Patient Care Service/Nurse Executive to improve care for large groups of Veterans through their influence and collaboration for decisions made at the local, regional, and network levels. Functions or Scope of Assigned Duties: The Deputy Associate Director for Patient Care Service is of an executive nature, comprised of complex leadership and administrative components associated with critical health care issues and activities that influence the organizational mission, health care, and policy. They are accountable to the Associate Director for Patient Care Service/Nurse Executive and are an integral part of the senior leadership team. The Deputy Associate Director for Patient Care Service is a member of the Executive Leadership Team (ELT) and a healthcare executive within nursing services. The incumbent is a spokesperson for organized nursing services and works to ensure the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of optimal Veteran centered organizational goals in the facility. The Deputy Associate Director for Patient Care Service works closely with the Associate Director for Patient Care Service/Nurse Executive as a collaborator and partner in strategic planning, organization assessment, and program development. They have the responsibility to assist with the establishment of standards for the practice of nursing at the health care system level to ensure the continuous and timely availability of quality nursing services. The Deputy Associate Director for Patient Care Service is responsible for the practice of nursing 24/7. This includes all registered nurses, advanced practice nurses, and allied health staff (LPNs, NAs, etc.) regardless of line authority. They have line authority over the Chief Nurses and may have additional duties assigned to them by the Associate Director for Patient Care Service/Nurse Executive . This position potentially requires flexibility in schedule and assignments. The Deputy Associate Director for Patient Care Service exercises preliminary approval for the following: job descriptions, Functional Statement: Nurse V Page 2 policies, and procedures; standards of patient care, treatment, and services; nursing practice standards; staffing plans; functional statements; and standards to measure, assess, and improve patient outcomes. The Deputy Associate Director for Patient Care Service appropriately delegates activities to services assigned to them under the purview of the Associate Director for Patient Care Service/Nurse Executive . Ensures a competency process is in place to evaluate individual practice, as well as a review process for annual performance ratings. The Deputy Associate Director for Patient Care Service promotes shared decision-making to ensure a healthy work environment for nursing; a spirit of inquiry and the use of evidence-based practice; and an academic environment supportive of education and research to promote the profession of nursing. The Deputy Associate Director for Patient Care Service champions a High Reliability Organization (HRO) founded on a collective mindfulness approach to develop evidence-based health care solutions that promote prevention and safety. A current, valid state-issued Driver's License is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) The following Scope, Education and Dimension criteria must be met to qualify for Nurse V: Scope: Practice of an executive nature, comprised of complex leadership and administrative components, associated with critical health care issues and activities that drive meeting the organizational mission, health care and policy. Education: Master's degree in Nursing (MSN) and 5 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V; OR Master's degree in a related field with a BSN and 5 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V; OR a Doctoral degree in Nursing and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V; OR a Doctoral degree in a related field with a BSN and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V. Note: Foreign education programs/degrees are not creditable as related degrees. Dimension Requirements: Leadership. Physical Requirements: This position requires visual acuity, keen hearing; clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Must complete annual Employee Health requirements as a condition of employment. The incumbent who provides care in other off-site locations may be required to drive and/or ride in GSA-vehicles. Position specific duties/expectations are detailed in the associated competency and should be performed once the competency has been validated. The incumbent must cope with complex, high-pressure demands from a variety of sources. The incumbent must be a mature, flexible, and able to shift priorities as needed.

Preferred Qualifications: Minimum of four to five years successful nursing practice Minimum of 2 years successful management experience in one or more areas of surgery Demonstrated ability to work effectively with employees, customers, vendors and members of the interdisciplinary matrix Demonstrated ability to coordinate and evaluate integrated programs Demonstrated clinical excellence in management of groups Demonstrated knowledge of current techniques, trends and professional issues, and organizational improvement Demonstrated ability to use computer software in support of preparing and presenting reports and analysis Preferred Level of Education: Masters Degree in Nursing or Masters in a related field and a BSN MSN from Bridge Program (no BSN required) Doctoral degree in nursing or a related field Preferred Certification(s): ANCC Nurse Executive Leadership Certification
