# Management and Program Analyst

Veterans Benefits Administration

The Senior M&PA, PIICs, serves as VBA's liaison to oversight bodies. Coordinates audits, updates leadership, and guides strategies to improve benefits delivery. Creates evidence-based controls, manages team initiatives, provides reliable data, and handles oversight requests supporting VBA's mission.
Specific duties include: Lead Risk Management Activities Oversee organizational risk identification, monitoring, measurement, analysis, and reporting, including trend analysis and data audits. Ensure Quality Assurance and Process Integrity Conduct quality assurance reviews to prevent defects, detect non-conformance, identify unsatisfactory trends, and recommend corrective actions. Evaluate Programs and Operational Effectiveness Assess quantitative and qualitative data to determine how well programs meet goals, ensuring continuous improvement of PIICS initiatives. Develop Solutions to Organizational Challenges Create feasible, cost-effective strategies to strengthen operational efficiency, including recommending new or revised systems, methods, and procedures. Coordinate Oversight and Compliance Activities Serve as the primary liaison with internal and external oversight bodies, managing reports, audits, action items, and integrity-related inquiries. Review and Validate Oversight Responses Ensure responses from business lines and staff offices are complete, technically accurate, compliant with processes, and include necessary concurrences. Analyze Oversight Findings and Program Impact Interpret audit and review results, identifying significant issues affecting VBA benefit programs and coordinating necessary actions. Lead Program Analysis and Reporting Design evidence-based, data-driven strategies; develop data governance inputs; prepare investigative studies; and produce program status reports. Provide Organizational Guidance and Legislative Impact Analysis Advise leadership on program changes, evaluate new processes for impact, and support implementation of required technological or procedural updates. Facilitate Collaboration, Training, and Organizational Support Lead or participate in cross-organizational teams, support staff development, assist with PIICS procedure updates, and contribute to special projects and customer experience initiatives. To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/05/2026. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Includes coordinating high-visibility oversight, risk management and/or program integrity activities; conducting complex organizational studies and data analyses to evaluate program effectiveness; developing procedures, and recommendations that improve operational efficiency; preparing and reviewing executive-level correspondence and responses for accuracy, timeliness, and compliance. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. There is no education substitution for the GS-14 grade level.
