PROGRAM ANALYST

United States Fleet Forces Command

You will serve as a PROGRAM ANALYST in the JOINT/FLEET TRAINING BRANCH, DIRECTOR, MARITIME OPERATIONS of COMMANDER US FLEET FORCES COMMAND. You will support the N7 resource management team in the management of the current year and future year budget development and funding execution to ensure all Fleet training support services and contracts are provided. You will coordinate and work with Fleet training stakeholders, tracks obligation rates and expenditures, conducts resource reviews, prepares Fleet input to OPNAV and other resource sponsors. Provides analytical analysis and support as required to address broad Fleet/Joint training resourcing included in the Fleet Training Continuum and as directed by the USFFC missions, functions, and tasks. You will assist in management and administration of the Fleet/Joint training directorate travel program. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in program planning, budget formulation, and financial execution to support Fleet and Joint training priorities and objectives. Experience analyzing fleet training requirements and financial data to identify funding needs, resolve shortfalls, and ensure critical program commitments are met. Experience utilizing complex financial management databases and systems, specifically including Navy Enterprise Resource Planning (ERP). Experience applying knowledge of financial management laws, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) to govern funding and budget execution. Experience tracking funding obligations, managing resources, and maintaining compliance with stringent government financial regulations.
