ADMINISTRATIVE/TECHNICAL SPECIALIST

You will serve as an Administrative/Technical Specialist in the System Safety Branch; Weapons Systems Development Division; Expeditionary Warfare Weapons & Energy Systems Department of NAVAL SURFACE WARFARE CENTER. You will serve as System Safety Program Lead. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped at GS-13 Step 10 (currently $138,370). You will be responsible for tracking and execution of cost, schedule, and performance for programs within the System Safety Branch. You will collaborate within the JXPS team to ensure thorough communication of tasking to be completed by all parties supporting the System Safety Portfolio. You will conduct schedule development and tracking. You will brief status to program sponsors at various levels up to O6 as well as management at NSWC Crane. You will communicate with Weapon System Explosive Safety Review Board (WSESRB) personnel, Naval Ordnance Safety and Security Activity (NOSSA) personnel, and safety personnel in various Department of War (DoW) services. You will conduct analysis of ordnance and ordnance related systems utilizing established analytical techniques, such as, Preliminary Hazard Analysis (PHA), Subsystem Hazard Analysis (SSHA), System Hazard Analysis (SHA), etc. You will develop test plans including but not limited to: Basic Safety Series, Insensitive Munition, Final Hazard Classification, Shipboard Shock, and Final (Type) Qualification, that support WSESRB approval of ordnance or weapon systems. You will provide strategic planning, execution, management, and oversight for business-related operations. You will formulate objectives and priorities and implement plans in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector analyzing or evaluating technical project resource requirements to develop, plan, or execute project schedule, milestones, and deliverables to improve efficiency or execution of program operations.
