Serves as the focal point for planning, management, and coordination of life cycle logistics support for a major weapon system or subsystem. Manages, monitors, evaluates, and coordinates Integrated Logistics Support (ILS) plan implementation. Serves as the senior technical advisor on contracts. Serves as the senior representative and spokesperson in communicating program matters.
Conditions of Employment Continued: The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position will be identified locally. Employee is expected to meet Continuing Acquisition Education requirements. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of theories and principles of logistics management and ILS planning and execution. Knowledge of systems design along with familiarity of specifications and understanding of maintenance requirements during acquisition and other stages of a system project. Knowledge of system life cycle concepts and design as they apply to system research, development, acquisition, and production. Knowledge of major issues, program goals, work operations, and managerial channels of organizations involved in ILS plans. Knowledge of analytical techniques and evaluation criteria used in measuring the effectiveness and efficiency of programs to improve ILS plans, and in developing and modifying work methods. Knowledge of ILS support requirements to provide coverage of funding, supply, and a variety of other technical support activities. Knowledge of major issues, program goals, work operations, and managerial channels of activities involved in weapons systems management and sustainment programs. Knowledge of contractual processes, procedures, and technical requirements sufficient to serve as the Contracting Officer Technical Representative (COTR). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo and passenger movement, supply chain management, equipment and vehicles management, vehicle maintenance, warehousing, deployment planning and operations, personal property movement, global fuels and cryogenics, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Skill in analyzing issues and formulating solutions to complex problems. Ability to analyze, plan, and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
