Architect of the Capitol
We love our jobs. Do you? This position is located in the esteemed Architect of the Capitol, Library Building and Grounds, Maintenance Branch, Plumbing Section. As a Pipefitter, you will troubleshoot, repair, and install pipefitting system components in assigned Capitol Complex work sites that include monumental historic buildings with a complex infrastructure. The position is considered essential and is required to report during emergency closures.
Tour of Duty: Sunday- Thursday; 6:00 a.m.
• 2:30 p.m. Duties are stated at the WG-11; this is a career ladder position requiring the employee to perform progressively more responsible duties and responsibilities on a gradual basis to develop journey level skills in Pipefitting to the WG-11. Duties include, but are not limited to: Using the Building Automation System (BAS) to troubleshoot, start/stop systems, pumps, motors, verifying operating parameters and making adjustments to meet building requirements. Using the BAS system to identify electronic faults in pumps and valves. Adjusting electronically controlled Variable Frequency Drives and related Direct Digital Controls utilized on plumbing systems. Using Web TMA to create work orders, document labor hours and annotate the nature of the tasks or problems. Using BAS to access fountain equipment, identify fault locations and expedite repairs. Installing, troubleshooting, and replacing faulty electronic Direct Digital Control Energy valves. Using BAS or vendor systems to adjust system temperatures and pressures to support AC operations on the secondary heating system, steam systems and make repairs as required. Performing maintenance repair on all systems: steam, chilled water, domestic water and heating, etc. Installing, modifying, and repairing new and existing high and low-pressure steam lines, gas, air vacuum and water distribution systems, sanitary and storm sewers, sprinkler and chilled water systems, other miscellaneous piping systems including technical equipment such as ventilation hoods, pumps and standard plumbing equipment, such as toilets, sinks, urinals, water heaters, fountains, drinking water systems, eye washes, safety showers, backflow preventers, etc. Perform other related duties as assigned.

You must meet the following SCREEN-OUT(S) required for this position: For WG-10 Ability to perform journey level pipefitting work without more than normal supervision. (Screen-out Factor) including: Inspecting and troubleshooting piping systems, equipment, and fixtures; Using plumbing and pipefitting trade tools and equipment such as grinders, flanges, hand and power pipe threaders, pipe cutters, and pipe wrenches; Installing, modifying, and repairing water heaters, hot water tanks, pumps, kitchen equipment, and sprinkler systems; and Testing piping systems and related equipment to ensure proper circulation, flow, pressure, and leak‐free joints. For WG-11 Ability to perform expert level pipefitting work without more than normal supervision. (Screen-out Factor) including: Planning and laying out the installation, modification, and repair of new and existing piping systems and equipment; Using the Building Automation System (BAS) to troubleshoot systems, pumps, and motors, verify operating conditions, and making necessary adjustments to support building operations; and Attaching pipe sections by screwing, bolting, brazing, welding, gluing, fusing, or soldering.
A Tier II Moderate Risk Public Trust Background Investigation will be required and must be successfully completed and maintained as a condition of employment after the initial hiring action is completed. To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below: A citizen of the United States; A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B); A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or A person who is currently an officer or employee of the Government of the United States.
