WHAT YOU'LL BE DOING DAY TO DAY As a(n) Nurse (Consultant), you will: Use clinical and programmatic expertise in leading, developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs specifically aimed at improving health care quality for the Ryan White HIV/AIDS Program and HAB. Develop guidelines, procedures, and tools and provides authoritative recommendations regarding the delivery of health care services and issue of national scope and importance to the Ryan White HIV/AIDS Program and HAB. Provide expertise on Ryan White HIV/AIDS Program site visits to assess recipients' clinical quality management programs. Provide technical assistance to Ryan White HIV/AIDS Program recipients to implement a clinical quality management program that aligns with Ryan White HIV/AIDS Program legislation and HAB policy. Serve as a project officer for grants and cooperative agreements with a healthcare or clinical quality management focus.
WHAT WE ARE LOOKING FOR Basic Qualifications: Education: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. OR Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. OR Exemption: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. AND Licensure For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Minimum Qualifications: In addition to the above requirements, applicants must meet one of the following requirements: GS-12: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing at ALL of the following: Assisting in implementing performance measurement activities. Assisting in implementing quality improvement activities. Assisting in writing reports and making presentations regarding healthcare activities. Assist in reviewing, monitoring, or assessing HIV programs, policies, data, or operational activities to determine program effectiveness, compliance, and impact on patient care and treatment outcomes. GS-13: You must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level (GS-12) in the Federal service performing ALL of the following:
• Understanding of HIV service delivery, healthcare system, and clinical quality management.
• Developing and implementing public health programs to improve HIV patient care and health outcome.
• Providing and monitoring technical assistance to individuals and organizations to develop and implement interventions and programs to improve patient care and health outcomes.
