Supervisory Transportation Security Specialist

This position is a Branch Manager for International Security Programs located in the Aviation & International Policy Division, Office of Strategy, Policy & Engagement. The Supervisory Transportation Security Specialist serves as the International Security Programs (ISP) Branch Manager and is responsible for international transportation security requirements and the management of security program policy. ISP establishes security program policy, including the analysis, drafting, coordination, and execution of such policy, to ensure the operational requirements and implementation needs of air carriers and related stakeholders are incorporated to meet statutory and regulatory requirements governing international aviation security. Duties include: Serves as the subject matter expert on TSA aviation regulatory programs, including the Foreign Air Carrier Model Security Program, Aircraft Operator Standard Security Program, All Cargo International Security Program (ACISP), Full All Cargo Standard Security Program, 12-5 ACISP, 12-5 Standard Security Program, Emergency Amendments, Security Directives, program amendments and alternate procedures, Secure Flight, Crew Vetting, and Foreign Repair Stations. Applies advanced knowledge of ICAO Annex 17 Standards and Recommended Practices to support consistent and effective implementation as well as risk-based international aviation security oversight. Directs and monitors implementation of TSA regulations, security programs, directives, and related requirements by Foreign Repair Stations, non-U.S. air carriers operating to and from the United States, and U.S. aircraft operators conducting international operations. Ensures regulated entities effectively implement applicable requirements, identifies compliance or implementation challenges, and supports the development of appropriate corrective actions to strengthen security outcomes, to include the incorporation of threat and risk considerations to mitigate identified vulnerabilities and drive requirements and/or alternative measures. Establishes branch performance metrics and manages human capital, budget, financial, and technology resource requirements in alignment with TSA's mission, vision, goals, strategic priorities, and the objectives of the AIP Division. Assesses short- and long-term resource needs, advises leadership on requirements, and adjusts priorities to support effective program execution. Oversees daily operations and activities across assigned functional areas, ensuring alignment with TSA strategic priorities and risk-based, outcomes-focused principles. Continually assesses the effectiveness of international aviation and transportation security policies, regulations, and programs, and recommends or implements adjustments to address emerging threats, risks, vulnerabilities, operational priorities, and security outcomes. Represents TSA with U.S. Government agencies, including the Department of Transportation, Federal Aviation Administration, Department of State, DHS components, and other partners. Engages with international organizations, foreign governments, and industry stakeholders to advance transportation security worldwide, foster cooperation, negotiate complex issues, and resolve potentially controversial matters affecting international aviation security. Serves as a first-line supervisor by assigning work, setting priorities, reviewing and evaluating employee performance, approving leave, coaching and developing staff, recommending corrective or disciplinary actions, and supporting recruitment, selection, awards, appraisals, and performance management. Assists in budget planning, manages projects within assigned resources, resolves routine operational problems, and coordinates with internal and external customers as needed. Performs other duties as assigned. To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Demonstrated senior-level experience advancing U.S. interests internationally through engagement with senior foreign officials, governments, international organizations, industry stakeholders, and agencies to negotiate and implement strategic policies. Demonstrated experience leading complex 24/7 operations, directing major programs, assessing resource needs, advising senior leadership, evaluating effectiveness, and adjusting strategies to achieve mission objectives. Demonstrated experience developing and evaluating international policies, laws, regulations, plans, and programs, with exceptional communication skills for executive-level written products, briefings, and presentations to senior officials and stakeholders. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
